About the position

The City of Fayetteville is seeking an Assistant Chief Information Officer to oversee the daily operations, financial management, human resources, compliance, and administration of the Information Technology Department. This role involves assisting the Chief Information Officer in leading the technology management staff to achieve departmental goals and objectives, while also collaborating with various city departments to develop and maintain a comprehensive technology plan.

Responsibilities

  • Manage the day-to-day operational functions and ongoing service delivery responsibilities of the department.
  • Assist the CIO in developing and promoting strategic plans for IT to leverage emerging technologies.
  • Collaborate with departments to develop and maintain a technology plan to support organizational needs.
  • Provide leadership by setting goals and directions for the staff and promoting the mission and objectives of the department.
  • Plan and execute the acquisition and deployment of technology investments, assessing risks associated with technology purchases.
  • Establish plans by conducting research, defining requirements, and analyzing process improvements.
  • Manage the development and implementation of strategies, goals, objectives, policies, and budgets for the information services area.
  • Define and communicate corporate procedures and standards for acquiring and operating new technologies.
  • Develop, manage, monitor, and control the IT department's annual operating and capital budgets.
  • Attend and participate in meetings of professional associations and represent the IT department to other city departments and agencies.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Oversee projects within the programmatic areas of responsibility and ensure conformance to standards.
  • Supervise recruitment, development, retention, and organization of technical staff.
  • Assist the CIO with assessing and monitoring departmental workload and identifying opportunities for improvement.
  • Develop, evaluate, negotiate, and monitor information service contracts and agreements with other agencies.
  • Provide staff assistance to the City Manager and City Council as directed by the CIO.

Requirements

  • Eight years of increasingly responsible experience managing information systems.
  • Five or more years of progressive leadership experience is preferred.
  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in MIS, business administration, information systems, computer science, or a related field.

Nice-to-haves

  • Professional certifications such as PMP, ITIL, and Six Sigma are a plus.
