Responsibilities

  • Lead the development and execution of IT strategies that align with organizational goals, leveraging expertise in ITIL best practices to ensure optimal service delivery and continuous improvement.
  • Develop and maintain a comprehensive five-year IT roadmap and sustainability plan, ensuring alignment with organizational goals, the strategic technology plan, and adaptability to evolving needs.
  • Oversee and mentor large, diverse teams of technical staff, fostering a culture of collaboration, accountability, and professional growth within a large IT organization serving 15,000+ employees.
  • Direct the management of IT infrastructure and operations, establishing and enforcing standard processes to ensure reliability, scalability, and adherence to service-level agreements.
  • Implement and monitor key performance indicators (KPIs) to evaluate and improve IT service delivery, ensuring alignment with organizational goals and customer satisfaction.
  • Serve as the executive sponsor for multiple large-scale, cross-functional IT projects, ensuring alignment with business objectives, effective resource allocation, and timely delivery.
  • Collaborate with senior leadership and key stakeholders across the city to influence decision-making, secure buy-in, and align IT initiatives with city priorities.
  • Drive the adoption and implementation of the ITIL framework to optimize IT service management, improve efficiency, and improve customer satisfaction.
  • Identify, assess, and mitigate risks associated with IT operations, ensuring compliance with organizational policies, standards, and regulatory requirements.
  • Promote the adoption of emerging technologies, innovative practices, and new features of existing products to enhance IT capabilities, improve operational efficiency, and better serve the city's mission and customers.
  • Oversee IT budget planning and resource allocation to maximize ROI and ensure effective use of organizational resources.

Requirements

  • Five or more years of experience in the management of IT infrastructure and operations, with a proven track record of establishing standard processes and managing performance to achieve desired service metrics.
  • One year at the level of section head of a major program.
  • Bachelor's degree in computer science, business administration, or a related field is required.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.

Nice-to-haves

  • Master's degrees in Computer Science, Computer Information Systems, Engineering, Business or Public Administration, or a related field.
  • ITILv4 Managing Professional or Strategic Leader certification or ITILv3 Expert in IT Service Management certification.
  • 10 or more years in increasingly responsible leadership roles over large teams of technical staff within a large IT organization serving at least 5,000 employees.
  • 5 to 7 years of experience as an executive project sponsor for multiple large, cross-functional projects, while effectively influencing senior-level management and key stakeholders.
