About the position

The Assistant Chief Information Officer (ACIO) for the Department of Public Health (DPH) at the Executive Office of Health and Human Services (EOHHS) is a senior leadership role responsible for overseeing all aspects of DPH's enterprise systems. The ACIO will report directly to the Senior Deputy Secretariat Chief Information Officer and will manage multiple IT teams to ensure the effective delivery of technology services that support public health initiatives across Massachusetts. This position plays a critical role in coordinating IT governance processes, managing budgets, and ensuring that DPH meets its operational objectives through strategic technology implementation.

Responsibilities

  • Oversee the implementation of new DPH information technology systems and functional enhancements.
  • Manage and supervise nine information technology teams responsible for ongoing operations and development of applications and services supporting DPH Bureau operations.
  • Participate in the development and implementation of EOHHS IT strategic initiatives and priorities.
  • Represent and advocate for agency IT needs and program/department/bureau policy priorities in departmental meetings.
  • Coordinate with IT Teams and Project managers to publish detailed reports on systems projects and maintain a strategic roadmap.
  • Ensure that IT initiatives have detailed project plans, work breakdown structures, project checklists, and budgets.
  • Manage operational IT budgets, grant budgets, and capital projects, planning for upcoming budget cycles.
  • Provide executive sponsorship and accountability for procurement documents and vendor proposals.
  • Facilitate communication strategies in a highly matrixed environment with external stakeholders and internal partners.
  • Adhere to established Commonwealth policy and procedures regarding system security and data governance.
  • Lead governance processes for DPH IT systems to align development activities with EOHHS IT enterprise strategic roadmap.
  • Act as the primary Point of Contact for service impacting emergencies and VIP escalations.
  • Facilitate proactive communication and meetings between EOHHS IT, EOTTS, and DPH stakeholders.

Requirements

  • At least seven (7) years of professional experience in IT administration or IT management, with at least three (3) years in a managerial capacity.
  • Experience working in a director or executive level role within a government, healthcare, or human services IT organization.
  • Management experience including planning, risk management, scheduling, task management, team leadership, and quality control.
  • Experience with application development, information analysis, systems integration, and systems architecture.
  • Knowledge of System Development Life Cycles and methodologies.
  • Experience with Organizational Change Management and change control.
  • Ability to communicate technical and non-technical information to various levels within the organization.
  • Excellent MS Office skills, particularly in MS Visio, Power Point, and Excel.
