About the position

The Assistant Chief Information Officer (ACIO) for the Department of Public Health (DPH) is a senior leadership role within the Executive Office of Health and Human Services (EOHHS) in Massachusetts. The ACIO will oversee all aspects of DPH's enterprise systems, ensuring that technology services meet the needs of the department, which serves over 2 million residents. This position involves managing multiple IT teams, coordinating cross-functional projects, and providing strategic leadership to ensure the successful implementation of IT initiatives that align with the agency's objectives.

Responsibilities

  • Oversee the implementation of new DPH information technology systems and functional enhancements.
  • Manage and supervise nine IT teams responsible for ongoing operations and development of applications and services supporting DPH Bureau operations.
  • Participate in the development and implementation of EOHHS IT strategic initiatives and priorities.
  • Represent and advocate for the IT needs of DPH in departmental meetings as a senior executive and advisor.
  • Coordinate with IT Teams and Project managers to publish detailed reports on systems projects and maintain a strategic roadmap.
  • Ensure IT initiatives have detailed project plans, work breakdown structures, and budgets.
  • Manage operational IT budgets, grant budgets, and capital projects.
  • Provide executive sponsorship for procurement documents and vendor proposals.
  • Facilitate communication between EOHHS IT, EOTTS, and DPH stakeholders.
  • Lead governance processes for DPH IT systems.

Requirements

  • At least seven (7) years of professional experience in IT administration or management, with three (3) years in a managerial capacity.
  • Experience working in a director or executive level role within a government, healthcare, or human services IT organization.
  • Management experience including planning, risk management, scheduling, and team leadership.
  • Experience with application development, information analysis, and systems integration.
  • Knowledge of System Development Life Cycles and methodologies.
  • Ability to communicate technical and non-technical information effectively.

Nice-to-haves

  • Experience leading decision-making processes in a matrixed environment.
  • Knowledge of management principles and practices, including staff management and professional development.
  • Ability to work concurrently on multiple complex problems.
  • Excellent MS Office skills, particularly in MS Visio, PowerPoint, and Excel.
