About the position

The Assistant Chief Information Officer (ACIO) for the National Ocean Service (NOS) at the National Oceanic and Atmospheric Administration (NOAA) serves as the principal advisor on information resources and systems management. The role focuses on improving operations and service delivery through effective IT use, ensuring compliance with IT policies, and overseeing the strategic management of information resources. The ACIO is responsible for promoting IT standards, managing IT investments, ensuring cybersecurity, and facilitating innovative technology use within the organization.

Responsibilities

  • Serve as the principal advisor to NOS leadership on information resources and systems management.
  • Lead the strategic management of information resources and advocate for process improvements.
  • Promote and shape effective IT planning and investment processes, ensuring alignment with strategic plans.
  • Develop, issue, monitor, and enforce compliance with IT policies and standards.
  • Advise NOS leadership on innovative uses of information resources and emerging technologies.
  • Oversee the management of information and records, ensuring accessibility and security.
  • Manage the acquisition, storage, and retrieval of data, including database design and data mining.
  • Ensure cybersecurity operations, including vulnerability reduction and incident response.
  • Support research and development efforts to improve IT operations and customer service.
  • Promote shared development for common Federal processes and information sharing.

Requirements

  • Progressively responsible leadership experience indicative of senior executive level management capability.
  • Ability to obtain and maintain a Top Secret Sensitive Compartmented Information clearance.
  • Experience managing IT projects for large organizations, including evaluating IT investments and business process engineering.
  • Demonstrated experience applying IT security rules and regulations in various settings.
  • Experience resolving technical issues in multiple IT disciplines.

  • Experience with cloud computing environments.
  • Knowledge of federal IT policies and regulations.
  • Familiarity with emerging technologies and their applications in government.
