About the position

The City of Sugar Land, an award-winning beacon of excellence, is seeking a trailblazing Assistant City Manager/Chief Financial Officer (ACM/CFO) to drive operational excellence and innovation. This strategic leader will partner with the City Manager to oversee and enhance the administration of several diverse City departments, fostering a culture of creativity, growth, and innovation. Responsibilities

  • Leads and Aligns Cross-Departmental Initiatives - Directs and synchronizes activities across designated City departments, functions, and programs as entrusted by the City Manager, ensuring seamless execution and collaboration.
  • Represents the City with Influence and Impact - Engages in City Council meetings, staff briefings, and board and commission sessions; serves as the face of the City in interactions with external organizations, agencies, businesses, and the public to strengthen partnerships and community ties.
  • Champions Fiscal Stewardship - Oversees budgeting processes and financial performance for designated departments, ensuring alignment with City priorities and promoting resource optimization.
  • Advises on Strategic Solutions - Keeps the City Manager informed of departmental progress, identifies emerging challenges, and provides proactive, solution-driven recommendations for City Manager or Council consideration.
  • Drives Long-Term Vision and Planning - Develops, evaluates, and implements forward-thinking short- and long-term plans and programs that propel the City's growth and resilience.
  • Oversees Major Expenditures and Budgetary Compliance - Monitors financial disbursements, approves significant purchases, and ensures responsible management of City resources.
  • Facilitates Governance and Decision-Making - Prepares and contributes to agenda development and supporting materials for City Council, boards, commissions, and committee meetings, empowering informed decisions and transparency.
  • Crafts and Refines Policy Frameworks - Designs and recommends administrative policies and procedures that enhance operational efficiency and strengthen the City's infrastructure.
  • Shapes Legislative Strategy - Analyzes legislative developments, advises on City positioning, and guides compliance strategies to navigate evolving regulations and advocate for City interests.
  • Acts as Executive Authority - Steps in as City Manager during absences, ensuring uninterrupted leadership and continuity of municipal operations.
  • Required to work as an essential employee before, during, and after an emergency or disaster.

Requirements

  • Bachelor Degree in public administration, business administration or a related field from an accredited college or university; Master Degree preferred.
  • Ten years of progressively responsible professional experience in city management; a major municipal department; or private sector executive management experience is required.
  • Valid Texas Class C driver's license. If candidate is out of state, they must obtain within 6 months of employment.
