About the position

The Assistant Civil Engineer I position is an entry-level role within the Civil Engineer job series, primarily focused on performing professional level office and field engineering work. Under general supervision, the incumbent will engage in the planning, design, construction, and maintenance of various public works projects, including streets, traffic signals, and traffic control devices. This role also involves responding to citizen requests and contributing to the Capital Improvement Program, Construction, and Traffic operations. As the incumbent gains experience, the assignments will diversify, requiring a broader application of civil engineering principles and standards, construction cost analysis, and field measurement practices. The Engineering Division is responsible for providing development engineering services, overseeing the City's Capital Improvement Program, and managing the construction of various capital projects. This includes public works construction management and inspection services, traffic engineering services, and the management of the City's Lighting and Landscaping Assessment District. The Assistant Civil Engineer I will also be involved in various maintenance contracts, such as street light and traffic signal maintenance, and will respond to service requests from the community. An Eligible List of qualified applicants will be established from this recruitment, which may be utilized to fill other full and part-time vacancies as needed, generally remaining valid for up to one year. The essential functions of this role include performing professional civil engineering designs, preparing plans and diagrams using computer applications, conducting field investigations, preparing specifications and estimates, assisting in project coordination and inspection, and responding to public inquiries. The position requires the ability to evaluate and solve routine civil engineering problems, prepare reports, communicate effectively, and maintain cooperative working relationships with various stakeholders.

Responsibilities

  • Perform professional civil engineering designs of engineering projects, including lighting and traffic signal systems.
  • Prepare plans, diagrams, and sketches using desktop computer applications and CAD programs.
  • Conduct field investigations to collect necessary data for planning and design of street improvements and minor building projects.
  • Prepare specifications, estimate construction quantities, and conduct engineering studies.
  • Assist in the coordination, administration, and inspection of construction projects, providing technical guidance as needed.
  • Solicit, review, evaluate, and track proposals, contracts, and agreements for compliance with City requirements.
  • Receive and answer public inquiries at the public counter, in the office, and on the telephone.
  • Issue encroachment permits and respond to service requests from businesses and residents.
  • Prepare work orders and instruct crew members; record survey data and perform engineering measurements.
  • Write Public Works Committee and City Council agenda reports, requests for proposals, and requests for qualifications related to assigned projects.

Requirements

  • A Bachelor's degree in Civil Engineering from an accredited college or university is required.
  • Possession of an Engineer In Training (EIT) Certificate from the State of California may be accepted in lieu of additional years of related work experience.
  • One (1) full-time year of directly related technical engineering support experience is required.
  • Exposure to municipal public works engineering projects or assignments is highly desired.
  • Knowledge of principles and practices of engineering as applied to construction design and surveying.
  • Familiarity with computer-aided drafting and design using AUTOCAD release 12 or higher.
  • Knowledge of Microsoft Windows operating system, including spreadsheet programs.
  • Ability to evaluate and solve routine civil engineering problems and prepare a variety of reports and documents.

Nice-to-haves

  • Experience with Geographic Information System (GIS) for mapping and data analysis.
  • Familiarity with traffic engineering principles and practices.

  • Potential for a four percent (4.0%) pay range increase effective April 1, 2025.
