About the position

The Assistant Commissioner of Hearings at OATH plays a crucial role in overseeing the Hearings Division, which conducts hearings on civil enforcement summonses related to health, safety, and quality of life matters. This position involves managing a team of attorneys and support professionals, ensuring the integrity of the hearings process, and collaborating with various city agencies. The role requires a seasoned professional with legal and executive experience, capable of leading fast-paced operations and innovating solutions to complex challenges.

Responsibilities

  • Uphold the agency's mission and safeguard the integrity of the hearings process.
  • Assist the Deputy Commissioner of Hearings in overseeing the hearings process to ensure impartial hearings and timely decisions.
  • Oversee daily hearings operations, including the assignment of hearings to adjudicators and managing daily issues with respondents.
  • Review current rules, protocols, and procedures for Division operations and propose changes when needed.
  • Work closely with the OATH Clerk's Office leadership and staff on matters impacting hearings.
  • Liaise with other Assistant Commissioners and city agencies on matters affecting the Division.
  • Advise the Deputy Commissioner of Hearings on various questions and issues relating to the Division.
  • Support the Deputy Commissioner in managing all Division staff.
  • Recruit and train Division attorneys and Judicial Hearing Officers.
  • Handle special assignments and projects as needed.

Requirements

  • Admission to the New York State Bar.
  • Four years of recent full-time responsible legal experience after bar admission, with eighteen months in a supervisory role.
  • Experience in an administrative, managerial, or executive capacity, or performing highly complex legal work.
  • Must remain a Member of the New York State Bar in good standing during employment.
