About the position

The Assistant Commissioner of Systems Engineering and Traffic Management will play a crucial role in the senior management team of the Traffic Operations Division at the Department of Transportation. This position involves overseeing a professional staff and managing the deployment and operation of Intelligent Transportation Systems (ITS) to enhance the safety and efficiency of New York City's roadways. The Assistant Commissioner will be responsible for implementing key agency initiatives, including the Vision Zero goal to eliminate traffic deaths, and will manage various capital projects related to ITS deployment and data analysis.

Responsibilities

  • Oversee the professional staff of engineers and operations and administration staff in the Traffic Operations Division.
  • Manage the deployment and operation of Intelligent Transportation Systems (ITS) for New York City's roadways.
  • Implement key agency initiatives, including the Vision Zero goal of eliminating traffic deaths.
  • Administer the System Engineering unit and manage the central control system of over 13,800 signalized intersections.
  • Research, test, and recommend new technologies for deployment in New York City.
  • Represent the Department at meetings with various City Agencies and outside stakeholders.
  • Manage capital construction projects for ITS deployment, ITS data analysis, integration, design, and security.
  • Coordinate closely with federal and state agencies regarding the division's operations and funding.

Requirements

  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in engineering, with at least two (2) years in an executive, managerial, or administrative capacity.
  • Professional Engineer status and extensive experience in traffic engineering is preferred.
  • Excellent oral and written communication skills.
  • A minimum of 10 years of experience in ITS project management and budgeting, with five years in a supervisory capacity.

Nice-to-haves

  • Experience in writing technical proposals, contract specifications, and executive reports.
  • Proven ability to implement strategic intelligent transportation system initiatives in a large urban setting.
  • Managerial level participation in the deployment of fiber optic installations and electronic technology to improve traffic safety.
