About the position

The Assistant Community Manager plays a crucial role in supporting the Community Manager in the daily operations of HUD/RD or Tax Credit properties. This position is essential for ensuring that eligible individuals have access to unfurnished housing in multi-family dwellings. The Assistant Community Manager is responsible for maintaining high occupancy rates through proactive outreach and advertising efforts, as outlined in the Affirmative Fair Housing Marketing Plan. This role requires a strong commitment to compliance with federal and state regulations, as well as adherence to company policies and procedures. In this position, the Assistant Community Manager will assist in overseeing complex operations, which includes completing and submitting timely weekly reports, maintaining organized records, and ensuring that all necessary compliance posters are displayed in the office. The role also involves notifying residents of Rental Assistance assignments, managing the transfer of residents to appropriately sized housing units, and conducting apartment showings. The Assistant Community Manager will be responsible for screening applicants, verifying and certifying income, and ensuring that all necessary utilities are transferred upon move-in. Additionally, the Assistant Community Manager will handle resident evictions, maintain waiting list files, collect rents, and ensure proper accounting of all collected monies. This position requires excellent communication skills to promote harmonious relations among tenants, employees, owners, and the local community. The Assistant Community Manager will also be expected to enforce house rules, maintain a pleasant demeanor, and make recommendations for improvements in company policies and procedures. Regular attendance and the ability to perform other duties as required are essential for success in this role.

Responsibilities

  • Assist Community Manager with overseeing complex operations to maintain high occupancy rates.
  • Complete and submit timely weekly reports; maintain neat and legible records.
  • Implement company policies as found in the Management Procedures Manual (MPM).
  • Ensure compliance with federal and state regulations related to business operations.
  • Notify residents of Rental Assistance when assigned by the corporate office.
  • Manage the transfer of over/under-housed residents to properly sized housing units.
  • Show apartments, accept applications, and screen applicants for eligibility.
  • Explain rental agreements and residency policies to residents.
  • Handle resident evictions and prepare appropriate notices.
  • Maintain waiting list files of eligible applicants and manage removed/rejected applicants.
  • Collect rents, maintain petty cash, and ensure proper accounting of collected monies.
  • File and maintain resident records and keep an adequate supply of forms and postage.
  • Prepare budget recommendations for the Community Manager's review.
  • Promote harmonious relations among tenants, employees, owners, and the local community.
  • Enforce house rules in accordance with company policies and procedures.
  • Make recommendations for improvement of company policies, procedures, and practices.
  • Maintain regular and reliable attendance during scheduled hours.
  • Perform other duties as required.

Requirements

  • High school diploma or GED required; one year of related experience or training preferred.
  • Valid Driver's License and insurance required.
  • Ability to read and interpret safety rules, operating instructions, and procedure manuals.
  • Ability to write routine reports and correspondence effectively.
  • Ability to speak effectively before groups of customers or employees.
  • Mathematical skills to perform basic calculations and interpret data.
  • Reasoning ability to solve practical problems and interpret instructions.

Nice-to-haves

  • Experience in LIHTC (Low-Income Housing Tax Credit) properties is preferred.
