About the position

The Assistant County Assessor/Clerk Recorder plays a crucial role in supporting the planning, organization, and direction of appraisal, valuation, and office work within the County Assessor's/Clerk Recorder's Office. This position involves providing high-level assistance to the County Assessor/Clerk Recorder, coordinating field appraisal functions, directing office personnel, and ensuring the accurate preparation of the annual property assessment roll. The role also includes training staff, formulating appraisal policies, and addressing taxpayer inquiries and complaints.

Responsibilities

  • Assist in planning, organizing, and directing all phases of appraisal and valuation work.
  • Coordinate field appraisal functions with the preparation of assessment rolls.
  • Direct office personnel in the preparation of the annual property assessment roll and transfer of property records.
  • Conduct orientation and training programs for technical and office staff.
  • Assist in the formulation of appraisal policy and interpretation for staff and taxpayers.
  • Develop and administer the annual budget for the office.
  • Analyze office record systems and procedures, revising as necessary.
  • Address assessment complaints from taxpayers and recommend appropriate resolutions.
  • Act on behalf of the County Assessor/Clerk Recorder in various meetings and appeals boards.
  • Prepare reports and correspondence related to special studies.

Requirements

  • Equivalent to graduation from an accredited college or university with major course work in business administration or a closely related field.
  • Five (5) years of progressively responsible experience in property appraisal for tax or assessment purposes, including two (2) years of supervisory experience.
  • Possession of, or ability to obtain, a valid appraisal certificate issued by the State Board of Equalization.
