About the position

The Assistant Director for Finance and Budget at the Smithsonian Institution plays a crucial role in the National Museum of African American History and Culture (NMAAHC). This position is responsible for the integration of financial management across the museum, ensuring that financial strategic planning, management analysis, administrative systems, and tools are effectively utilized. The Assistant Director will oversee budget formulation, justification, defense, execution, and procurement processes, serving as the principal liaison to the Office of Planning, Management, and Budget. In this role, the Assistant Director will develop annual budget projections for approval by the museum's leadership, including the Director, Deputy Director, and Associate Director for Operations. The position also involves establishing and overseeing the procurement division, which includes setting procedures for requisition reviews and approvals for both Federal and Trust funds. The Assistant Director will be responsible for developing and negotiating contracts for various museum projects and will serve as an advisor on audit matters related to financial and budgetary functions. Additionally, the Assistant Director will conduct internal audits to assess the financial soundness of various functions and programs as directed. Oversight of the museum-wide budget is a key responsibility, which includes budget planning, programming, priority and affordability analysis, and execution for all NMAAHC resources. The Assistant Director will supervise and coordinate the work of a dedicated staff assigned to financial programs, which includes Financial Analysts, Management Support Specialists, Procurement Officers, and Management Support Administrators, ensuring that the museum's financial operations are managed effectively and efficiently.

Responsibilities

  • Serve as principal liaison to the Office of Planning, Management and Budget in budget formulation and execution.
  • Develop annual budget projections for approval by the Director, Deputy Director, and Associate Director for Operations.
  • Establish and oversee the procurement division, including procedures for requisition reviews and approvals.
  • Approve requisitions and develop contracts for museum projects.
  • Advise the Director, Deputy Director, and Associate Director on audit matters related to financial and budgetary functions.
  • Conduct internal audits to review the financial soundness of various functions and programs.

  • Supervise, lead, direct, and coordinate the work of a staff assigned to financial programs.

Requirements

  • Experience in formulating, justifying, executing, and managing federal and trust fund budgets.
  • Demonstrated experience in developing and negotiating contracts.
  • Experience conducting internal audits on financial procedures.
  • One year of specialized experience equivalent to at least the GS-14 level in the Federal Service.

Nice-to-haves

  • Experience in a museum or cultural institution setting.
  • Knowledge of federal financial management regulations and policies.
