About the position

The Assistant Director of Human Resources (Executive Level) in the Risk Management Division of the City of Houston plays a pivotal role in overseeing the daily operations of the Occupational Health and Safety Program and the Workers' Compensation Program. This position is responsible for coordinating the development and implementation of policies and procedures that align with current work-related laws, including the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), and other relevant state laws and company benefit plans. The Assistant Director will engage a multidisciplinary team to enhance health, improve safety, and increase productivity across the organization. The ideal candidate will possess a comprehensive understanding of the industry, with the ability to identify solutions and leverage expansive data sets to convert insights into strategic opportunities. This role requires experience in planning, organizing, coordinating, directing, evaluating, and financially managing a comprehensive occupational health and safety program. Additional responsibilities include managing and directing managers, reviewing operations, and establishing objectives within the department. The Assistant Director will also optimize processes for data intake, validation, mining, and engineering, as well as modeling and visualizing communication deliverables. Furthermore, the Assistant Director will coordinate the preparation, implementation, and monitoring of the budget and expenditures, examine and interpret results of analytical initiatives, and act as a liaison to other departments, government agencies, and the private sector. Leading cross-functional projects using advanced data modeling and analysis techniques to uncover insights and optimization opportunities is also a key aspect of this role. The position requires effective management of analysts and employees, as well as collaboration with stakeholders to drive successful completion of data insight initiatives. The Assistant Director will also be responsible for developing and interpreting codes, ordinances, and specifications relevant to the role.

Responsibilities

Requirements

  • Bachelor's degree in Business Administration, Public Administration, or a closely related field.
  • Seven years of directly related professional experience in Human Resources or a closely related field, with at least three years in a managerial capacity.
  • Valid Texas driver's license and compliance with the City of Houston's policy on driving.

Nice-to-haves

  • A degree in Risk Management or Occupational Safety and Health.
  • Knowledge of general liability, employment liability, environmental liability, self-insurance programs, and Worker's Compensation claims administration in Texas.
  • Knowledge of OSHA principles and practices, including conducting on-site safety inspections.
  • Possession of relevant designations such as Certified Safety Professional (CSP), Associate in Risk Management (ARM), Certified Risk Manager (CRM), or RIMS-Certified Risk Management Professional (RIMS-CRMP).
  • Working knowledge of data mining principles such as mapping and predictive analytics.
  • Knowledge of Excel and familiarity with business intelligence tools like Tableau and SAS.
