About the position

Morgan State University's Office of Human Resources (OHR) is seeking an Assistant Director of HR Policy & Compliance to join our team. This leadership role is pivotal in ensuring compliance with laws, regulations, and internal policies related to HR operations. The successful candidate will be responsible for developing, implementing, and overseeing compliance programs, policies, and initiatives that mitigate risks and promote a culture of integrity and ethical conduct across the organization. The Assistant Director will work closely with various stakeholders to ensure that HR practices align with legal requirements and organizational values. In this role, the Assistant Director will manage the HR compliance program, which includes creating and maintaining effective policies, procedures, and controls to ensure adherence to relevant laws and industry standards. Regular audits and assessments of HR processes will be conducted to identify compliance gaps and opportunities for improvement. Collaboration with cross-functional teams, including the University policy director, legal, audit, State Ethics Commission, and IT, will be essential to address compliance issues and implement necessary corrective actions. The Assistant Director will also stay informed about changes in employment laws and best practices, ensuring that HR policies are updated accordingly. This includes interpreting and applying federal, state, and local regulations related to employment, labor, immigration, and discrimination, while providing guidance to HR staff and business partners. Additionally, the role involves coordinating responses to regulatory inquiries, audits, and investigations related to HR matters, ensuring that timely and accurate information is provided. Another key responsibility will be the development and delivery of compliance training programs for OHR staff, managers, and employees on HR-related laws and regulations. The Assistant Director will monitor and track employee participation in these training activities to ensure completion rates meet established targets. This position is integral to fostering a compliant and ethical workplace at Morgan State University.

Responsibilities

  • Develop and maintain an effective HR compliance program, including policies, procedures, and controls to ensure adherence to relevant laws, regulations, and industry standards.
  • Conduct regular audits and assessments of HR processes, systems, and documentation to identify compliance gaps, risks, and opportunities for improvement.
  • Collaborate with cross-functional teams, including the University policy director, legal, audit, State Ethics Commission, and IT, to address compliance issues and implement corrective actions as necessary.
  • Stay informed about changes in employment laws, regulations, and best practices, and ensure HR policies and practices are updated accordingly to maintain compliance.
  • Interpret and apply federal, state, and local regulations related to employment, labor, immigration, discrimination, and other HR areas, providing guidance to HR staff and business partners.
  • Coordinate responses to regulatory inquiries, audits, and investigations related to HR matters, ensuring timely and accurate information is provided.
  • Develop and update HR policies, procedures, and guidelines to reflect legal requirements, industry standards, and organizational values.
  • Design and deliver compliance training programs for OHR staff, managers, and employees on HR-related laws and regulations.
  • Monitor and track employee participation in compliance training activities, ensuring completion rates meet established targets.

Requirements

  • Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Legal Studies, or related discipline.
  • Five (5) years of experience working in HR compliance, employment law, or related roles, with demonstrated knowledge of federal, state, and local regulations governing HR practices and employment.
  • Strong understanding of HR policies, processes, and best practices, with experience developing and implementing compliance programs and training initiatives.
  • Excellent analytical, problem-solving, and decision-making skills, with the ability to interpret and apply complex regulations to practical HR situations.
  • Exceptional communication (written and verbal), interpersonal, and leadership skills, with the ability to influence and collaborate effectively across all levels of the organization.

Nice-to-haves

  • Graduate degree in Human Resources Management, Business Administration, or a Juris Doctorate may receive preference.
  • PHR, SPHR, SHRM-CP, SHRM-SCP, CCEP certification(s) are preferred.
