About the position

The Assistant Director - Operations Support and Analysis is responsible for overseeing the administrative operations within the Station Operations Department at Metro-North Railroad. This role includes managing payroll functions, departmental record keeping, human resource processes, and ensuring compliance with various administrative systems. The position also involves coordinating special assignments and departmental meetings, and providing support during service disruptions.

Responsibilities

  • Oversee day-to-day administrative operations within the Station Operations Department.
  • Manage Kronos payroll functions and departmental record keeping.
  • Handle Attendance Tracking System (ATS) and Discipline Tracking System (DTS) functions.
  • Coordinate human resource new hires and onboarding processes.
  • Manage departmental petty cash and procurement card purchases.
  • Collaborate with the Manager Operations Support and Analysis to ensure timely completion of administrative functions.
  • Coordinate special assignments and departmental meetings as directed.
  • Ensure compliance with MTA and Business Service Center (BSC) administrative applications.
  • Serve as the Departmental Charging Officer for ATS and DTS disciplinary issues.
  • Coordinate communication efforts between station operations, Labor Relations, and Labor Union(s).
  • Administer departmental petty cash accounts and travel expense reimbursements.
  • Act as Administrative Coordinator during major service disruptions.

Requirements

  • Bachelor's Degree in Business Administration or related field.
  • Minimum of five (5) years of progressively complex administrative experience.
  • Minimum of three (3) years of experience managing staff.
  • Strong knowledge of administrative functions and organizational skills.
  • Experience with computerized procurement systems and Microsoft Office Suite.
  • Working experience with PeopleSoft, Kronos, ATS, and DTS systems.
  • Excellent leadership and communication skills.
  • Ability to maintain confidentiality and respond to emergencies 24/7.

Nice-to-haves

  • Strong administrative, problem-solving, and analytical skills.
  • Familiarity with Metro-North Railroad's administrative functions.
  • Knowledge of TCU labor agreements and work rules.
  • Project management skills.
