About the position

The Assistant Director, Procurement serves as the Supervisory Procurement Analyst for the Procurement Staff in the Office of Administration for the Criminal Division of the Department of Justice. This role is crucial in advising top management on contractual matters and ensuring comprehensive procurement and contracting services are provided to various sections and offices within the Division. The position involves supervising daily operations, overseeing the procurement process, and ensuring compliance with procurement policies and regulations.

Responsibilities

  • Supervise and direct the day-to-day operations of the Criminal Division's Procurement Staff.
  • Advise the Executive Office and section leadership on contract administration actions.
  • Serve as a subject matter expert on the organization's automated procurement system.
  • Oversee all stages of the procurement process and lead the team in establishing contractual strategies for complex requirements.
  • Manage the program for procuring expert witness services.
  • Direct the life-cycle process of projects to support new or emerging requirements.
  • Ensure compliance with procurement policies and procedures and recommend implementations to the Director and Executive Office.
  • Oversee the Division's Contracting Office's Representative (COR) program.

Requirements

  • U.S. Citizenship is required.
  • A bachelor's degree with at least 24 semester hours in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Certification in either DAWIA/Contracting Level II or FAC-C Level II.
  • Four years of experience in contracting or related positions, with at least one year at the GS-13 grade level.

Nice-to-haves

  • Experience in developing procurement plans for large and complex projects.
  • Knowledge of contract administration from pre-award to post-award phases.
  • Ability to provide contract and business analysis recommendations to senior management.
