About the position

The Assistant Division Chief, Pavement Management (Transportation Engineering Manager II) is responsible for leading the Pavement Management Section within the Maryland Department of Transportation's State Highway Administration. This role involves managing complex activities related to pavement performance, materials, and construction history, ensuring effective decision-making for pavement management and design projects. The position requires strong leadership, communication skills, and a comprehensive understanding of pavement management principles.

Responsibilities

  • Lead the Pavement Management Section in providing a decision-support system for the pavement network.
  • Manage activities related to collecting, processing, quality-assuring, analyzing, and reporting pavement performance.
  • Establish and monitor adherence to annual and long-term pavement system preservation plans.
  • Support project and treatment selection under the Fund 77 program.
  • Provide leadership and direction to staff to complete work.

Requirements

  • Possession of a bachelor's degree in engineering from an accredited college or university.
  • Eight years of experience in professional engineering, including one year of supervisory or consultant management experience.
  • Four years of experience in pavement engineering and/or pavement management.

Nice-to-haves

  • Knowledge of pavement management systems, including data collection/analysis and project/treatment selection.
  • Ability to manage multiple and complex engineering projects.
  • Knowledge of the design and project delivery process.
  • Familiarity with AASHTO pavement design guidelines, including MEPDG.
  • Excellent leadership and project management skills.
  • Strong statistics and computer skills.
