About the position

The Assistant Finance Director will oversee the operations of the City Water, Light and Power Finance Division, managing complex financial functions including budget preparation, utility rates, bond issuance, and financial reporting. This role involves directing subordinate offices, completing special projects, and ensuring compliance with financial regulations and requirements.

Responsibilities

  • Direct the operations of the City Water, Light and Power Finance Division and subordinate offices.
  • Manage complex financial and technical functions related to budget preparation, utility rates, bond issuance, purchasing, accounts payable, and financial reporting.
  • Oversee the annual audits of both the Water Fund and the Electric Fund.
  • Serve on in-house committees and task forces requiring financial expertise.
  • Complete special projects assigned by the Finance Director, Chief Utility Engineer, or General Manager.
  • Design water and electric rates to meet established revenue requirements and send appropriate price signals to customers.
  • Administer water, sewer, sanitary, and electric rates and monthly fuel adjustment charges.
  • Manage electric and water revenue bond issuance projects for both refunding and new money issues.
  • Direct the completion of all necessary documents related to bond issuances.
  • Prepare data and participate in annual reviews by rating agencies.

Requirements

  • Experience in financial management and accounting practices.
  • Strong knowledge of utility finance and rate design.
  • Ability to manage complex financial projects and audits.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills.
