About the position

The City of Cedar Hill is seeking an innovative, community-oriented servant leader to join our family as the next Assistant Finance Director. Under the general supervision of the Finance Director, the Assistant Finance Director provides highly responsible leadership and support for the development and implementation of sound fiscal management policies and procedures across all organizational departments. This position will coordinate purchasing activities, prepare routine budget and financial reports for management, Council, Boards, and Public Improvement Districts. The Assistant Finance Director will lead the preparation of the annual budget, manage accounting for CIP projects, aid the Finance Director with CIP debt preparation, long-range planning, and assist with the annual audit as needed. Other duties include managing cash, investments, and interfacing with other City employees and citizens.

Responsibilities

  • Provides premier customer service to internal and external customers by responding to requests in a timely and professional manner.
  • Supervises the Accounts Payable and Purchasing Functions of the Finance Department, including directing employees and maintaining internal controls.
  • Manages the entire City budget development process, including data collection and analytics, and prepares the budget calendar and schedules.
  • Directs personnel in budget purchasing, capital project tracking, and accounting.
  • Assists the Finance Director with long-range forecasting of revenues and expenditures.
  • Responsible for assisting with internal controls relating to daily cash management and investments.
  • Participates in the development and implementation of departmental policy.
  • Serves as the lead on special projects such as new software implementation.

Requirements

  • Requires a Bachelor's degree in Finance, Accounting or a related field; Master's degree preferred.
  • At least 5 years of related experience in governmental accounting and budget required with a minimum of 2 years supervisory experience.
  • Experience working with external auditors and preparing audit work papers preferred.
  • Advanced experience in Microsoft Excel, including the use of pivot tables and lookup functions.
  • Certified Government Finance Officer (CGFO) in Texas or the National GFOA Level is required or must be obtained within two years of assignment.
  • Certified Public Accountant preferred.
  • Maintain a valid Texas class 'C' driver's license, meeting City driving standards.

Benefits

  • Starting salary range of $106,391 - $138,196 annually, depending on qualifications.
