About the position

The Assistant Finance Director for the City of Plant City is responsible for directing the planning, coordination, and supervision of the city's financial activities and utility billing operations. This role involves assisting the Chief Financial Officer in managing the Finance Department and ensuring compliance with governmental accounting standards. The position requires a high level of independence and accountability, with a focus on safeguarding the city's assets and maintaining effective financial management systems.

Responsibilities

  • Direct the planning, coordinating, and supervision of daily operations of the City's financial activities and utility billing.
  • Assist the Chief Financial Officer with the operations of the Finance Department and Utility Billing Division.
  • Oversee adherence to governmental accounting requirements imposed by the State of Florida.
  • Provide financial guidance and support to the Chief Financial Officer.
  • Furnish all financial reports on a regular basis.
  • Recommend, develop, implement, and monitor internal control measures.
  • Address and resolve administrative and policy concerns related to accounting procedures.
  • Collaborate with the City's external auditors and provide comprehensive financial data for auditing processes.
  • Develop, implement, and manage new or revised policies or procedures in response to external auditor recommendations.
  • Analyze financial data to ensure adherence to relevant laws and regulations.
  • Offer expert guidance and training to supervisory and professional staff.
  • Participate in administrative meetings, providing technical guidance and insight.
  • Deliver presentations to internal and external stakeholders as requested.
  • Oversee the Finance Department in the absence of the Chief Financial Officer.

Requirements

  • Bachelor's degree in accounting, business administration, finance, or related field.
  • Master's degree preferred.
  • Seven years of accounting experience, with at least two years in the public sector.
  • Three years of supervisory or management experience, preferably in the public sector.
  • Designation as a Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or Certified Public Finance Officer (CPFO) preferred.
  • Valid Florida Driver License and insurable by the City's insurance provider.

Nice-to-haves

  • Master's degree in finance or related field.
  • Experience in governmental accounting and budgeting.
  • Knowledge of modern office and management principles.
