The Assistant Financial Business Transformation Manager, Management Analyst 4 (MA4) position at the Department of Natural Resources (DNR) in Olympia, WA, is a full-time, permanent role focused on optimizing financial business performance across the agency. This position is crucial in supporting the Financial Business Transformation Manager and Chief Financial Officer in implementing new processes, policies, and procedures as part of the One Washington initiative, which aims to enhance the agency's financial operations through the adoption of a new statewide financial system, Workday. The successful candidate will lead cross-agency teams to develop, implement, and evaluate improvement initiatives that will ensure the effective and efficient management of DNR's financial resources. In this role, the Assistant Financial Business Transformation Manager will be responsible for leading subject matter expert teams that design and implement new financial policies and processes. The position requires a deep understanding of current statewide financial business requirements and the ability to leverage Workday's functionality to meet DNR's program business needs. The candidate will also be tasked with identifying and mitigating constraints related to process and system changes, ensuring that the agency's financial systems and processes are aligned with its operational goals. Responsibilities

  • Lead and oversee OFBE's efforts to optimize financial-business performance across the agency.
  • Collaborate with financial business managers to standardize policies, processes, tools, and governance structures.
  • Serve as the OFBE assistant lead and expert for all project phases of the implementation of Workday.
  • Design and implement new financial policies, processes, and procedures for effective Workday implementation.
  • Analyze processes, procedures, and associated policies to identify areas for improvement.
  • Create work plans, proposals, briefings, and training materials to support financial operations.
  • Research and analyze financial data to develop recommendations for business problems.
  • Communicate complex fiscal issues to various audiences effectively.

Requirements

  • An associate degree or higher in accounting or an accounting-related field such as auditing, budgeting, or business administration.
  • Three (3) or more years performing professional-level accounting-related functions, or an equivalent combination of education and experience totaling five years.
  • Experience analyzing processes, procedures, and associated policies.
  • Knowledge of principles of management, finance, business, and Generally Accepted Accounting Principles (GAAP).
  • Ability to learn state and agency financial systems and their relationship with business processes.
  • Experience using Microsoft Excel, Word, and PowerPoint.
  • Excellent communication skills, both oral and written.

Nice-to-haves

  • A bachelor's degree with 18 quarter or 12 semester college-level credit hours in accounting or an accounting-related field.
  • A minimum of three years' experience in state government financial management or accounting department.
  • Working knowledge of the state's Agency Financial Reporting System (AFRS) and related tools.
  • Knowledge of DNR's financial systems and organizational structure.
