About the position

The Assistant Human Resources Officer (SSBP) at the Department of Veterans Affairs serves as a strategic partner in human capital management, collaborating with facility executives and VISN leadership to align HR goals with organizational priorities. This role involves providing expert consultation on HR policies, talent management, and organizational design, while also participating in budget planning and workforce analysis.

Responsibilities

  • Collaborate with facility executives and VISN leadership to execute and align human capital goals and priorities.
  • Act as a change agent through process redesign to support organizational transformation.
  • Analyze trends and metrics to develop HR solutions.
  • Provide day-to-day consultation to leadership on policy interpretation, talent management, and organizational design.
  • Participate in annual budget planning and labor forecasting processes.
  • Conduct ongoing supply and demand analysis for staffing and skill needs.
  • Serve as a key member in various VISN committees to develop HR strategies.
  • Advise leadership on proposed legislation and human resources issues.
  • Support the execution of Human Capital Management programs.
  • Lead the development and implementation of the healthcare system workforce plan.
  • Establish trust and credibility with leaders on organizational and talent issues.
  • Review and consult on wage evaluations to ensure integrity in compensation considerations.
  • Present and defend policies to persuade organizational leaders.

Requirements

  • U.S. Citizenship is required.
  • Must meet time-in-grade requirements for GS-13 or GS-14 positions.
  • Graduate degree and three years of specialized experience equivalent to at least GS-11 level, or one year of specialized experience equivalent to GS-12 for GS-13 level.
  • Specialized experience must include HR management knowledge and strategic planning.
  • Education in HR, business management, organizational psychology, or related fields is required.

  • Knowledge of federal HR policies and regulations.
