About the position

The Assistant Manager of Telecommunications and Networking at Howard County Public School System (HCPSS) is responsible for overseeing the daily operations of the telecommunications environment, including VoIP systems, POTS lines, and mobile devices. This role involves managing a small team, coordinating projects, and ensuring effective communication between various teams to support the needs of approximately 57,000 students and 9,100 staff members across over 80 sites. The position requires both leadership and hands-on technical skills to address telecommunications challenges and improve service delivery.

Responsibilities

  • Oversee the day-to-day operations of the telecommunications environment.
  • Manage a staff of two telecommunications professionals and one cabling professional.
  • Perform root-cause analysis of telecommunications problems and develop resolution plans.
  • Coordinate work between Telecommunications, Networking, and cabling teams.
  • Manage cell phone operations, including vendor contracts and relationships.
  • Coordinate phone distributions and collections with users.
  • Supervise VoIP operations and manage vendor relations.
  • Ensure accuracy of billing and usage for all Voice services.
  • Serve as a liaison between Telecommunications and school staff, visiting schools to assess needs.
  • Train users on phone setup and usage, both on-site and remotely.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Five years of experience managing and supporting telecommunications operations.
  • Two years of experience managing vendors, contracts, and billing.
  • Knowledge of VoIP phone systems and related technologies.
  • Strong organizational and leadership skills.
  • Excellent communication and interpersonal skills.

Nice-to-haves

  • Experience managing Network Infrastructure projects.
  • Experience with administration of routers, switches, and wireless, especially Aruba.
  • Experience working within a preK-12 or college/university setting.
  • Familiarity with MEEC or other purchasing consortiums.
  • Experience training users one-on-one and in groups.
  • Experience with Mobile Device Management (MDM) software.

Benefits

  • Competitive salary range of $102,094 - $151,558.
  • 12-month per year position with job security.
  • Exempt from overtime under the Fair Labor Standards Act.
