About the position

The Assistant Payroll Director is responsible for managing and overseeing the daily operations of the Payroll Unit within the Department of State Police. This role involves supervising a team of payroll professionals, ensuring accurate processing of payroll for over 2,500 employees, and maintaining compliance with various financial regulations and internal procedures. The position requires a strong background in financial management, budgeting, and supervisory experience, as well as the ability to coordinate with multiple departments to ensure timely and accurate payroll processing.

Responsibilities

  • Manage all daily functions of the Department's Payroll Unit and supervise the staff of payroll professionals.
  • Calculate all regular pay, compensation from other appropriations, and pay associated with retroactive payments due to personnel transactions.
  • Oversee data entry of time and attendance exceptions for sworn and civilian employees, and monitor agency payroll.
  • Implement internal operating procedures and train staff on enterprise and internal data systems for payroll transactions.
  • Produce monthly Attendance Exception reports and prepare bi-weekly payroll for employees assigned to work for Mass Port and MassDOT.
  • Work with the Payroll Director to prepare payroll hold documents and monitor accounts payable payments.
  • Maintain employee leave balances and issue Use or Lose letters to employees at risk of losing vacation time.
  • Coordinate with the Receivables Manager to monitor payments related to the State Police Private Paid Detail program.
  • Ensure timely and accurate processing of HR/CMS transactions in collaboration with Human Resources.
  • Compile financial information related to payroll operations and project costs associated with payroll and overtime.
  • Prepare accounting forms for processing through the MMARS Labor Cost Management system.

Requirements

  • Doctoral degree in a related field or equivalent experience.
  • Five years of professional experience in financial management, including budgeting, accounting, or auditing.
  • Supervisory experience managing a team of professionals.
  • Experience with payroll processing and financial reporting.

Nice-to-haves

  • Experience with collective bargaining agreements and their impact on payroll.
  • Familiarity with the Commonwealth Information Warehouse and payroll systems.
