About the position

The Assistant Director is responsible for managing the daily operations of the Payroll Unit, overseeing a team of payroll professionals who process payroll for over 2,500 employees. This role involves ensuring accurate and timely payroll processing, managing compensation calculations, and implementing internal procedures for payroll operations. The Assistant Director collaborates with various departments to ensure compliance and accuracy in payroll transactions and reporting.

Responsibilities

  • Manage all daily functions of the Department's Payroll Unit and supervise the staff of payroll professionals.
  • Calculate all regular pay, compensation from other appropriations, and pay associated with retroactive payments due to personnel transactions.
  • Oversee data entry of time and attendance exceptions for sworn employees and monitor agency payroll for civilian employees.
  • Implement internal operating procedures and train staff on enterprise and internal data systems for payroll transactions.
  • Produce monthly Attendance Exception reports and prepare bi-weekly payroll for employees assigned to work for Mass Port and MassDOT.
  • Work with the Payroll Director to prepare payroll hold documents and monitor accounts payable payments against available funds.
  • Maintain employee leave balances and issue Use or Lose letters to employees at risk of losing vacation time.
  • Coordinate the collection and compilation of financial information related to payroll operations with relevant accounting staff.
  • Prepare accounting forms for processing through the MMARS Labor Cost Management system relative to personnel expenditures.

Requirements

  • Five (5) years of full-time or equivalent part-time professional experience in financial management work (budgeting, accounting, auditing, etc.).
  • A certificate in a relevant field may substitute for one (1) year of required experience.
  • A Bachelor's degree in a related field may substitute for two (2) years of required experience.
  • A Graduate degree in a related field may substitute for three (3) years of required experience.
  • A Doctorate degree in a related field may substitute for four (4) years of required experience.
