About the position

The Assistant Planner position at the City of Rosemead is an entry-level role within the professional Planner series. This position operates under close supervision and is responsible for a variety of professional and technical duties related to urban and regional planning. The incumbent will engage in gathering, analyzing, and reporting on planning data, requiring a foundational knowledge of planning concepts and practices. The role is designed for individuals who are beginning their careers in planning and offers an opportunity to develop skills in a supportive environment. In this role, the Assistant Planner will provide both beginning and intermediate-level planning services for the City. This includes accepting permit applications and reviewing residential, commercial, and industrial site plans to ensure compliance with state and federal regulations, as well as City codes, policies, and procedures. The position also involves answering inquiries from the public and developers regarding planning, zoning, and permit review, providing information and recommendations within the scope of authority. The Assistant Planner will review and evaluate development plans, proposals, designs, applications, occupancy permits, technical documents, and special permits, verifying compliance with regional standards and regulatory requirements. Inspections of properties and structures under construction will be part of the responsibilities, where the incumbent will identify, document, and communicate any deficiencies, as well as recommend corrective actions. Additionally, the role includes developing recommendations and reports to summarize development issues, preparing reports on land use applications and planning activities, and writing zoning violation letters while coordinating violation abatement actions. The Assistant Planner will interpret and explain City codes, policies, procedures, rules, and regulations, and will coordinate services with other departments as necessary. The position also requires the development of staff reports to summarize development projects for the Planning Commission and City Council, supporting the relationship between the City and its constituents by demonstrating courteous and cooperative behavior when interacting with visitors and City staff.

Responsibilities

Requirements

  • Bachelor's degree in Urban and Regional Planning or related field.
  • One year of public sector planning experience.
  • Knowledge of City organization, operations, policies, and procedures.
  • Understanding of City General Plan, zoning codes, and land use regulations.
  • Familiarity with principles of land use planning and relevant laws, including CEQA.
  • Proficiency in personal computers and specialized software, including GIS applications.
  • Record keeping and file maintenance principles.
