The Assistant Planner position at the City of Big Bear Lake is an entry-level role in the professional planning series, designed to help the incumbent develop journey-level knowledge and skills in municipal planning. The role involves performing land use and urban planning work, including current and advanced planning, and implementing the City’s General Plan. The Assistant Planner will review zoning and development applications, evaluate and process development projects, and assist the public with planning-related inquiries.

  • Perform land use and urban planning work, including current and advanced planning.
  • Implement the City of Big Bear Lake's General Plan.
  • Review moderately complex zoning and development applications.
  • Evaluate, prepare, and process current development projects while applying necessary regulations.
  • Provide assistance to the public regarding applicable laws, standards, policies, and procedures related to plans and permit applications.
  • Confer with applicants to identify potential problems and suggest solutions.
  • Act as a resource for the public, developers, homeowners, and builders regarding zoning, planning policies, and permits.
  • Answer general inquiries at the counter, by written correspondence, and on the phone.
  • Provide public documents such as maps and tracts.
  • Assist in preparing staff reports, resolutions, public notices, and ordinances for various permits.
  • Present documents before the Planning Commission and/or City Council as experience is gained.
  • Knowledge of modern principles, practices, and techniques of current and advanced planning.
  • Familiarity with federal, state, and local laws, codes, and regulations including the City Municipal Code and CEQA.
  • Understanding of land use, physical design, demographic, environmental, transportation, economic, and social concepts as applied to municipal planning.
  • Proven research techniques in urban planning.
  • Prior municipal planning experience is preferred.
  • Ability to use Geographic Information System (GIS) software.
  • Skill in accurately interpreting maps, site/building plans, architectural drawings, and statistical data.
  • Ability to analyze, organize, and compile technical and statistical information.
  • Experience in reviewing and processing routine to moderately complex permit applications.
  • Ability to prepare and present routine reports.
