About the position

The Assistant Product Owner position within the State of Colorado's Department of Human Services (CDHS) is a full-time role focused on operationalizing the Colorado Works and Adult Financial Assistance programs. This position is crucial for ensuring that automated systems accurately reflect the requirements of these programs, which provide essential support to vulnerable populations in Colorado. The role involves working closely with various stakeholders, including the Office of Information and Technology (OIT), county departments, and external vendors, to identify system changes that enhance the delivery of benefits to clients. The Assistant Product Owner will be responsible for understanding the business rules governing the Colorado Benefits Management System (CBMS) and related applications. This includes analyzing current functionalities, identifying usability issues, and proposing solutions to improve system performance. The position requires collaboration with department staff and policy experts to develop high-level business requirements for necessary changes, ensuring that all modifications align with state and federal regulations. In addition to system analysis, the role involves providing technical assistance and support to county staff, helping them navigate the complexities of the CBMS and ensuring compliance with program requirements. The Assistant Product Owner will also play a key role in testing and validating system changes, monitoring the implementation of programming requests, and documenting processes to maintain clarity and accountability. This position is expected to work two days a week in the office and three days remotely, with the potential for changes in the future.

Responsibilities

  • Operationalize Colorado Works and Adult Financial program requirements into automated system designs.
  • Identify automated system changes needed for accurate and timely benefits issuance.
  • Research and resolve automated system issues to enhance customer experience.
  • Serve as a liaison between OIT, CBMS Vendor, and the Division of Economic and Workforce Support.
  • Understand business rules for current functionalities and planned changes in CBMS and related applications.
  • Identify system usability issues and propose solutions to leadership.
  • Develop and document high-level business requirements for necessary changes.
  • Collaborate with department staff, policy experts, and county staff to complete business requirements.
  • Coordinate project document review and approval processes.
  • Test and validate changes to ensure requirements are met.
  • Provide technical assistance and program support to internal and external collaborators.
  • Research and resolve Tier III Help Desk tickets related to the programs.

Requirements

  • Six (6) years of relevant experience in project management, business analysis, help desk analysis, product ownership, or application processing at a county office.
  • Experience in software troubleshooting and mid-level analysis skills.
  • Strong case management and qualitative research interviewing skills.
  • Demonstrated organizational and leadership skills.

Nice-to-haves

  • Knowledge of DEWS programs (Adult Financial, Colorado Works, Workforce Development, Employment First).
  • Direct experience using the Colorado Benefits Management System (CBMS).
  • Experience leading teams or projects as a subject matter expert.
  • Ability to identify system requirements and capabilities for complex business processes.
  • Experience in troubleshooting complex technical problems independently.
  • Strong verbal and written communication skills for high-level audiences.
  • Ability to build consensus among diverse stakeholders.
