About the position

The Assistant Program Budget Manager/Chief (CEA Level B) is responsible for leading the Revenue and Taxation Unit within the California Department of Finance. This role involves high-level policy influencing and decision-making authority, particularly in the areas of revenue forecasting, tax policy development, and collaboration with various stakeholders. The position is critical in ensuring effective management of the state's revenue and taxation processes.

Responsibilities

  • Oversee the General Fund and special fund revenue forecasting process.
  • Analyze revenue legislation and develop tax policy proposals.
  • Maintain and continuously improve forecast models.
  • Complete legislative notification letters and the Finance Bulletin.
  • Collaborate with high-level stakeholders, including tax administration agencies, the Chief Economist, legislative staff, and the Governor's Office.

Requirements

  • Experience in revenue management and forecasting.
  • Knowledge of tax policy and law, public finance, and governmental budgeting.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff.
  • Strong analytical skills to assess administrative policies and practices.
  • Experience in preparing and reviewing reports.

Nice-to-haves

  • Experience working with California State Government functions.
  • Familiarity with economic principles and practices.
