About the position
The Assistant Program Budget Manager will play a crucial role in managing and evaluating the statewide budgetary and fiscal policies related to energy, transportation, housing, local government, and labor. This position requires a dedicated leader with strong time-management and critical thinking skills to effectively participate in the development of the Governor's budgetary programs and represent the Department in legislative matters.
Responsibilities
- Manages staff and participates in the formulation, improvement, management, and evaluation of the Administration's statewide budgetary and fiscal policies and program policies within the assigned areas.
- Participates in the development of the Governor's budgetary programs.
- Reviews legislation with fiscal or programmatic impact.
- Testifies before legislative committees.
- Represents and negotiates for the Department and the Administration on matters within the assignment area.
Requirements
- Broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
- Knowledge of the organization and functions of California State Government.
- Skilled in techniques of organizing and motivating groups, program development and evaluation.
- Highly knowledgeable in principles and practices of policy formulation and development.
- Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff.
- Experience analyzing administrative policies, organization, procedures, and practices.
- Ability to integrate the activities of a diverse program to attain common goals.
- Skilled in analyzing complex problems and recommending effective courses of action.
