About the position

The Assistant Program Manager for Planning will oversee a long-range planning team focused on the preservation, redevelopment, and future planning of the State Capitol Campus and other facilities managed by the Department of Enterprise Services (DES). This role involves aligning facility and capital project planning with legislative goals, developing strategic plans, and advocating for client agency needs while leading initiatives to implement LEAN practices for continuous improvement.

Responsibilities

  • Lead planner for long-term projects on the state capitol campus and DES-managed facilities.
  • Review and analyze federal and state legislation and relevant regulatory actions.
  • Ensure project planning, design, and construction meet standards and stakeholder satisfaction.
  • Manage planning projects to meet scope, budget, schedule, and comply with laws and DES policies.
  • Support the Capitol Campus Design Advisory Committee, State Capitol Committee, and other DES groups.
  • Manage records, including as-built plans and project reports.
  • Collaborate with historic, cultural, and local agencies and represent DES on related panels.
  • Provide expertise on long-range planning and capital improvement projects.
  • Recommend solutions to address facility preservation, development, and local impacts.
  • Coordinate planning team tasks, engaging with agencies, stakeholders, and the public, and represent DES at various meetings.

Requirements

  • Bachelor's degree in community or urban planning, architecture, landscape architecture, engineering, public administration, or closely related field.
  • Eight (8) years of professional management experience in public works or engineering.
  • Two (2) years of experience supervising staff.

Nice-to-haves

  • Licensed as a professional architect or engineer in the state of Washington.
  • Knowledge of federal, state and local laws, ordinances and codes pertaining to planning topics.
  • Strong urban design sensibility and extensive experience with visual communication methods and tools.
  • Familiar with Leadership in Energy and Environmental Design (LEED™) and other green building or energy efficiency planning concepts.
  • Skilled in negotiation and mediation techniques.
