About the position

The Assistant Property Manager plays a crucial role in the daily operations of the community under the guidance of the Property Manager. This position encompasses a wide range of responsibilities aimed at ensuring the smooth functioning of the property and providing a positive living experience for residents. The Assistant Property Manager is expected to assist in training property staff, maintain a clean and organized office environment, and evaluate staff performance through annual reviews. This role also involves counseling underperforming staff and providing constructive feedback to enhance their performance. The Assistant Property Manager is responsible for preparing and submitting timesheets and payroll adjustments, as well as assisting in the selection of community staff by conducting preliminary interviews. In addition to staff management, the Assistant Property Manager must have a solid understanding of affordable housing regulations and ensure compliance with all necessary documentation. This includes submitting accurate reports as per Residential One's timelines and maintaining building security measures. The role requires conducting semi-annual file audits and ensuring that the filing system for applicants, residents, accounting, vendors, and contracts is meticulously maintained. The Assistant Property Manager is also responsible for ensuring that all community staff attend mandatory training sessions to promote effective property operations. Occupancy management is another critical aspect of this role. The Assistant Property Manager supervises leasing activities, sets goals for maintaining 100% occupancy, and executes marketing campaigns in line with the Affirmative Fair Housing Marketing Plan. They are responsible for notifying residents of any issues affecting their tenancy and ensuring timely completion of move-in certifications and re-certifications. The Assistant Property Manager also oversees the property tours, conducts apartment inspections, and ensures compliance with affordable housing rules and guidelines. Financial responsibilities include achieving financial stability through cost reduction strategies, managing delinquent rent collections, and preparing the annual operating budget. The Assistant Property Manager must maintain accurate records of security deposits and ensure timely processing of returns. They also oversee the maintenance department's operations, including contract work and inventory control, ensuring that work orders are completed promptly and that preventative maintenance schedules are adhered to.

Responsibilities

  • Notify residents in writing of issues affecting their tenancy.
  • Maintain vacancy information as required.
  • Complete move-in certifications and re-certifications in a timely manner.
  • Supervise and assist in maintaining a current waitlist.
  • Screen and review applications in a timely manner.
  • Calculate income and assets in compliance with standards.
  • Supervise lease orientations and signings, submitting documentation for approval.
  • Conduct property tours and show vacant units.
  • Perform apartment inspections for move-in/move-out conditions.
  • Complete semi-annual and quarterly inspections.
  • Ensure correct set-asides, rent, and income limits are utilized.
  • Supervise the certification process and ensure timely certifications.
  • Prepare for inspections and audits with community staff.
  • File court documents for eviction and attend court hearings.
  • Complete affordable year-end and quarterly reports accurately.
  • Supervise annual file purging if applicable.
  • Achieve financial stability through cost reduction and maintain 0% delinquency.
  • File delinquent rent monthly and follow up on collections.
  • Administer security deposits and process returns within 21 days.
  • Make daily rent deposits and maintain accurate documentation.
  • Prepare the annual operating budget and explain monthly variances.
  • Maintain familiarity with AP and AR procedures.
  • Oversee maintenance department operations and purchases.
  • Solicit and review bids for contract work.
  • Assist maintenance department with budgetary restraints.
  • Maintain adherence to purchase order/invoice processes.
  • Oversee inventory control and preventative maintenance schedules.
  • Ensure timely completion of work orders.

Requirements

  • High school diploma or GED required.
  • 2+ years' experience in residential leasing or property management.
  • 1+ years' experience working with LIHTC/Section 8 property management.
  • Excellent communication skills.
  • Strong time management skills.
  • Well-developed customer service and sales skills.
