About the position

The Assistant Property Manager at Quantum Real Estate Management LLC plays a crucial role in supporting the Property Manager in maintaining the physical asset and maximizing financial returns in alignment with the owner's objectives. This position involves a variety of responsibilities, including overseeing maintenance operations, managing tenant relations, and ensuring compliance with housing regulations. The Assistant Property Manager will work closely with the Property Manager and Regional Manager on special projects and administrative tasks, contributing to the overall success of property management operations. In terms of physical asset management, the Assistant Property Manager will supervise maintenance staff, including the building maintenance manager and maintenance supervisor, ensuring that all maintenance work is scheduled and executed efficiently. They will also oversee the make-ready procedures for vacant apartments and make recommendations for repairs, replacements, and improvements to the property. This role requires a proactive approach to maintaining the property’s physical wellbeing and ensuring that all expenditures remain within budget allocations. Tenant management is another critical aspect of this position. The Assistant Property Manager will ensure timely rent payments, address vacancies to minimize lost revenue, and enforce evictions when necessary. They will prepare monthly and pre-close reports for the Property Manager's review and exercise sound judgment regarding property expenditures. Additionally, the Assistant Property Manager will assist in resident recruitment, selection, and lease administration, ensuring compliance with fair housing guidelines and HUD regulations. The role also involves significant administrative duties, including coordinating communication between the property and corporate office, implementing HUD procedures, and maintaining accurate records for compliance purposes. The Assistant Property Manager will serve as an on-call representative, providing emergency service during evenings, weekends, and holidays, and may assist at other properties as assigned.

Responsibilities

  • Serve as an on-call representative for emergency services during off-hours.
  • Perform annual and interim recertifications in accordance with HUD guidelines.

Requirements

  • Knowledge of Fair Housing regulations.
  • Experience with OneSite budgeting and property management software.
  • Ability to supervise maintenance staff and coordinate maintenance work.
  • Strong communication skills to maintain relationships with residents and other departments.
  • Understanding of HUD guidelines and compliance requirements.
