About the position

The Assistant Purchasing Agent position at Loudoun County's Procurement Division involves providing direct supervision to a team of Contracting Officers and a Senior Buyer. This role is responsible for managing complex procurements, acting on behalf of the Purchasing Agent in their absence, and preparing contract award recommendations for public presentations. The position requires strong communication skills, attention to detail, and proficiency in automated purchasing systems.

Responsibilities

  • Supervise four Contracting Officers and one Senior Buyer on the Capital Contracting Team.
  • Act on behalf of the Purchasing Agent in their absence.
  • Handle high-level, complex procurements through various methods including competitive sealed bidding and negotiation.
  • Perform detailed analysis on claims, disputes, and protests.
  • Conduct research and implement process improvements for capital contracting.
  • Prepare and present contract award recommendations to department heads, committees, and the Board of Supervisors.

Requirements

  • Master's degree in Business Administration or related field with coursework in procurement or related subjects.
  • Three years of related work experience in procurement, including project management and using ERP systems.
  • Prior experience in a supervisory/leadership role.

Nice-to-haves

  • Certified Professional Public Buyer certification
  • Certified Public Procurement Officer certification
  • NIGP-CPP certification
  • Knowledge of the Virginia Public Procurement Act
  • Experience in construction contracting.
