About the position

The Assistant Purchasing Director plays a crucial role in supporting the Director of the City's centralized purchasing division. This position involves advanced professional, administrative, and supervisory work aimed at ensuring that all purchasing activities meet ethical and legal standards while promoting efficiency and effectiveness in procurement processes.

Responsibilities

  • Supervises, plans, organizes, directs, and reviews the City's entire centralized purchasing program to ensure compliance with ethical and legal requirements.
  • Consults with department directors regarding current and future purchasing and contracting needs, as well as procurement concerns and problems.
  • Monitors and evaluates the overall City's procurement program.
  • Develops and implements revisions to procurement policies, procedures, and City ordinances related to purchasing.
  • Develops specifications and supervises the preparation of Invitation to Bid, Requests for Proposals, and bid documents for the procurement of professional services, materials, and supplies.
  • Supervises bid openings, checks references, verifies required documentation from vendors, and facilitates vendor demonstrations and presentations.
  • Confers with sales, vendor, and manufacturing representatives.
  • Attends council meetings in the absence of the Purchasing Manager.

Requirements

  • Valid Florida Driver's License.
  • Bachelor's degree with major coursework in public or business administration or a related field.
  • Minimum of 2 years' experience in public purchasing or a related field.
  • Certified Public Procurement Officer (CPPO) certification preferred, with 18 months to obtain if not already certified.

Nice-to-haves

  • Knowledge of local, state, and federal guidelines and regulations for procurement in municipal government.
  • Knowledge of City policies and procedures.
  • Experience with computers and related equipment, hardware, and software for assignments.
