The Assistant Vice President, Chief Network Officer at the University of Miami plays a pivotal role in overseeing the institution's data and information security, telecommunications planning and engineering, and technical services units. This position is responsible for the management and execution of compliance testing and security assessments programs, ensuring that the university's data is protected against potential threats. The incumbent will develop and execute security awareness programs and manage security issues related to contracts and business partner relationships. Additionally, the Assistant Vice President will participate in disaster recovery, business continuity, and contingency planning, testing, and execution, ensuring that the university is prepared for any unforeseen events. In this leadership role, the Chief Network Officer will provide university-wide guidance in developing, implementing, and maintaining a comprehensive security framework for the University of Miami. This includes the development of data, voice, and video communication systems. The position requires overseeing the formulation and study of information networks development projects, which involves making recommendations for ideal documentation and presentations, conducting market research, identifying costs and revenues, performing economic analysis, preparing proposals, and leading negotiation teams. The Assistant Vice President will also project telecommunications resource requirements, including personnel, equipment, and facilities. This role involves directing the implementation of policies and procedures, job documentation, and training for operations staff while adhering to the highest quality standards. The incumbent will perform project analysis and act as a liaison to the university community, vendors, and potential users, maintaining a customer satisfaction mentality throughout. Furthermore, the Chief Network Officer will participate in updating the department's strategic plan and establishing objectives with managers. This includes providing both long- and short-range budget and capacity forecasts for telecommunications services, hardware and software systems, and operations. The position requires interfacing with high-level administrators to fulfill telecommunication networks' needs and interacting with students, staff, and faculty to resolve complaints and issues related to the appropriate use of technology and institutional or personal information. The Assistant Vice President will also interact with Risk Management, Internal Audit, University Counsel, and other internal control units, as well as external judicial authorities, to ensure mutual cooperation. Assessing and reporting on computer systems and telecommunications security risks within the university's technology environment is a critical function of this role. The incumbent will attend conferences and trainings, performing presentations for collegial exchange, and ensuring internal control oversight and compliance with laws and regulations. This includes safeguarding assets, compliance with university policies and procedures, reliability of internal and external reporting, and the efficiency and effectiveness of operations. The role also involves creating an effective control environment, conducting risk assessments, and implementing and monitoring controls.
