About the position

The Associate Accounting Analyst position at the State of California's Department of Water Resources (DWR) is a critical role within the Governmental Accounting Office. Under the general direction of the Accounting Administrator I, the incumbent will manage complex accounting responsibilities that are essential for fiscal control and financial reporting across various funds, including Governmental, Internal Service, and Trust funds. This position is pivotal in ensuring compliance with established policies and procedures, preventing overspending, and maintaining accurate accounting records. The responsibilities of the Associate Accounting Analyst include researching, analyzing, and compiling data to uphold Generally Accepted Accounting Principles (GAAP). The incumbent will monitor document flow within SAP accounting systems and address any identified issues. Key tasks involve reconciling general ledger accounts, analyzing entries, and initiating corrective actions as necessary. The role also encompasses budgetary and fund accounting responsibilities, such as analyzing appropriations and expenditures, preparing fund transfers, journal entries, and reconciling funds. Effective communication with various departments and external agencies is crucial for maintaining fund accountability. Additionally, the Associate Accounting Analyst will prepare year-end financial statements, fund balance reports, and GAAP adjusting entries. Collaboration with other units, the SAP Production Office, auditors, and control agencies is essential to resolve issues and contribute to special projects related to the Governmental General Ledger section. This position is designed for individuals who are detail-oriented and possess strong analytical skills, as they will play a significant role in ensuring the financial integrity of the department's operations.

Responsibilities

  • Handle complex accounting responsibilities related to fiscal control and financial reporting across Governmental, Internal Service, and Trust funds.
  • Ensure adherence to policies and procedures to prevent overspending and maintain accurate accounting records.
  • Research, analyze, and compile data to uphold Generally Accepted Accounting Principles (GAAP).
  • Monitor document flow in SAP accounting systems and rectify identified issues.
  • Reconcile general ledger accounts and analyze entries, initiating corrective actions as necessary.

Requirements

  • Strong understanding of Generally Accepted Accounting Principles (GAAP).
  • Recent experience in financial reporting and analysis.
  • Advanced skills in critical analysis of accounting processes and transactions.
  • Effective communication abilities to convey complex financial information to staff and management levels.
  • Technical proficiency in accounting software, particularly SAP or similar systems.
  • Proficiency in Microsoft Office software.
  • Experience in budgetary and fund accounting, including monitoring appropriations and reconciling accounts.
  • Knowledge of GO Bond funds, State accounting procedures, and government regulations is highly desirable.
  • Strong organizational skills and attention to detail.
  • Ability to collaborate effectively with internal and external contacts.
