About the position

The Associate Budget Analyst for Capital Projects plays a crucial role in the Finance Department of the City of Providence. This position is responsible for analyzing and tracking bond project budgets, presenting bonding recommendations, and forecasting future financial requirements. The analyst collaborates with various stakeholders, including Public Property and outside Project Managers, to ensure effective financial management of capital projects.

Responsibilities

  • Analyze and track bond project budgets for capital projects.
  • Present bonding recommendations to stakeholders.
  • Manage complex braided funding for capital projects.
  • Track and reconcile project funding lines.
  • Forecast future financial requirements for projects.
  • Create, update, and review financial programs for the Capital Improvement Plan.
  • Ensure compliance with bond documents and procurement regulations.
  • Monitor and evaluate capital program expenditures and make recommendations.
  • Advise on the fiscal condition of various bonds and recommend funding management.
  • Gather and collate information pertinent to bond management from various constituencies.
  • Ensure timely and accurate payment of bond indebtedness and related expenses.
  • Establish and maintain standardized financial reporting documents and procedures.
  • Prepare monthly reconciliation reports among project managers' records and the City's ERP system.

Requirements

  • Bachelor's degree in Finance, Accounting, or related field.
  • Experience in budget forecasting and budget administration.
  • Familiarity with municipal bonds and debt capacity preferred.
  • Ability to track and monitor various project budgets.
  • Effective communication skills, both verbal and written.
  • Ability to plan, organize, supervise, and review staff work.
