About the position

The Associate Chief of Staff for Research and Development (ACOS/R&D) is a pivotal role within the Research and Development Service at the Department of Veterans Affairs, specifically under the Office of the Chief of Staff (COS). This position is designed to work closely with the COS and Deputy Chief of Staff (DCOS) to formulate and implement the goals and objectives of the Research program for the Western North Carolina VA Health Care System (WNCVAHCS). The Charles George VA Medical Center is currently seeking a qualified candidate for this role, which is open to physicians, psychologists, or pharmacists. The ACOS/R&D will be responsible for overseeing a comprehensive research program that is academically affiliated with various educational institutions and supports numerous principal investigators with their research projects funded by the VA, National Institutes of Health (NIH), and other organizations. In this role, the ACOS/R&D will initiate policies and procedures necessary to achieve the stipulated goals of the research program. This includes planning, developing, and directing complex scientific and administrative activities to advance the program. The position entails leadership responsibilities for all administrative and budgetary operations of the Research Service, as well as supervision and evaluation of service personnel through subordinate supervisors. The ACOS/R&D will ensure compliance with both VISN- and VACO-mandated research policies and will serve as a mentor to academic faculty, providing guidance particularly to junior faculty members. The ACOS/R&D will also represent the research program to senior management at national, regional, and local levels, advocating for necessary resources to ensure a strong and productive program.

Responsibilities

  • Initiate policies, procedures, and organizational structures necessary to achieve the stipulated goals of the research program.
  • Plan, develop, and direct complex scientific and administrative activities to advance the research program.
  • Oversee all administrative and budgetary operations of the Research Service.
  • Supervise and evaluate service personnel through subordinate supervisors.
  • Ensure compliance with VISN- and VACO-mandated research policies.
  • Mentor and assist research investigators with proposal development and budget preparations.
  • Serve as the point of contact for the local research community.
  • Develop program resources including facilities, personnel, and funding.
  • Represent the research program to senior management at various levels, advocating for needed resources.
  • Serve on governance committees as an ex-officio board member of the R&D Committee.

Requirements

  • U.S. Citizenship; non-citizens may only be appointed when it is not possible to recruit qualified citizens.
  • Degree of Doctor of Medicine or an equivalent degree from an accredited institution.
  • Current, full, and unrestricted license to practice medicine or surgery in a U.S. state, territory, or commonwealth.
  • Completion of residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program.
  • Extensive experience in writing for grants and working cooperatively with the Office of Research and Development (ORD).
  • History of research funding and demonstrated ability to lead research programs.
