About the position

The East Bay Municipal Utility District's (EBMUD's) Wastewater Design Section is seeking a motivated, energetic, and highly qualified individual with exceptional technical, problem-solving, project management, and communication skills. The Associate Civil Engineer will manage high-profile projects related to the implementation of key initiatives in the Wastewater Department. The Department has a capital improvement plan valued at over $400 million over the next five years. The selected individual will perform a variety of complex engineering tasks associated with the planning, design, construction, and operation of a large wastewater treatment plant and interceptor system. The individual will play a key role in managing infrastructure improvements required to support the capital improvement program of the Wastewater Department. Core responsibilities include overall management of multi-million-dollar capital projects for wastewater treatment plant and interceptor system upgrades. The Associate Civil Engineer will lead cross-departmental efforts to develop effective engineering solutions to manage key initiatives, including EBMUD's renowned resource recovery and renewable energy program, emerging nutrient management issues, infiltration/inflow control, and infrastructure renewal. The role involves scoping and development of capital improvement projects, based on knowledge of limitations and capacities of available treatment technologies, in order to satisfy site constraints, water quality needs, budget, and operational constraints. The selected candidate will be responsible for developing and managing the Wastewater Department's capital budget, preparing engineering design packages for capital improvement projects, including detailed drawings, specifications, engineering cost estimates, and construction schedules. Coordination of multi-discipline design teams, such as civil, structural, mechanical, electrical, and control engineers and drafters, will be a key part of the project management role. The Associate Civil Engineer will also direct the work of staff, including Assistant Engineers, and lead interdisciplinary, cross-divisional project teams. Managing consultants retained by EBMUD for the preparation of engineering design packages, when necessary, will also be part of the responsibilities. The ideal candidate will possess a strong technical understanding of wastewater treatment processes, technologies, and key emerging issues, along with strong project management skills, with experience managing complex projects, including projects involving expert consultants. The ability to work collaboratively in an interdisciplinary environment, quickly assimilate new information, and communicate clear, reasoned recommendations is essential. Excellent oral and written communication skills are also required. Experience in planning wastewater programs/projects, design of wastewater, recycled water, and/or water infrastructure, permitting and environmental documentation, and a master's degree in a relevant field are highly desirable.

Responsibilities

  • Managing consultants retained by EBMUD for engineering design packages.
  • Reviewing and checking engineering drawings, specifications, estimates, and reports for completeness and accuracy.
  • Developing and tracking budgets, schedules, cost estimates, and scopes of work for capital improvement projects.
  • Leading project status meetings.
  • Providing engineering support during construction, including system start-up support.
  • Effectively representing EBMUD in external stakeholder meetings and industry associations.

Requirements

  • Bachelor's degree in an ABET accredited civil or environmental engineering curriculum or a California Engineer-In-Training Certificate.
  • Two years of civil, geotechnical, or sanitary engineering experience comparable to or higher than EBMUD's Assistant Engineer class.
  • California registration as a Professional Civil Engineer.
  • Possession of a valid California driver's license and a satisfactory driving record.
