About the position

The County of Riverside's Department of Waste Resources is seeking multiple Associate Civil Engineers to join their team. The Assistant Civil Engineer (ACE) will play a crucial role in overseeing the day-to-day operations of active landfills, which includes managing safety protocols, traffic flow, surveying, and ensuring operational efficiency. The ACE will be responsible for assigning work, providing instructions, and resolving complex engineering and administrative issues that arise in the course of these operations. This position also involves directing a team of office engineering personnel who analyze field data and prepare essential plans, profiles, maps, and related drawings necessary for construction projects. In addition to these responsibilities, the ACE will engage in regulatory permitting and compliance, long-range planning, and design for large-scale Public Works Construction projects. The role includes staff training and development, performing complex engineering assessments, and providing technical information to officials from other governmental jurisdictions, fellow engineers, and the public. The ideal candidate will have a solid foundation in civil engineering principles, particularly in areas such as surveying, hydrology, hydraulics, geotechnical engineering, and environmental control within a landfill context. Experience supervising field staff, including equipment operators and supervisory personnel, is also highly desirable. Candidates with proficiency in software programs such as Microstation, InRoads, Access, PowerPoint, MS Projects, AutoCAD, Civil3D, SureTrak, and familiarity with Arcview GIS are encouraged to apply. Experience with survey equipment like GPS and Sokkia TotalStation, along with associated mapping software, is also beneficial. Under general supervision, the ACE will perform professional civil engineering work related to the surveying, design, construction, and maintenance of public works projects, while also fulfilling other related duties as required. Advancement to the Senior Civil Engineer level is possible through competitive selection in an open recruitment process.

Responsibilities

  • Assign work, give instructions, and resolve difficult engineering and administrative problems related to planning, design, and construction of public works projects.
  • Direct the activities of office engineering personnel in analyzing field data and preparing necessary plans, profiles, maps, and related drawings for construction work.
  • Make or review stress analyses of structures such as bridges and hydraulic structures; perform structural engineering analysis of proposed buildings and structures.
  • Review grading, building, and structure plans for compliance with building codes, local ordinances, and state regulations.
  • Assist and advise permit applicants on engineering and technical structural or grading issues; participate in training programs for building inspectors and engineering technicians.
  • Supervise the preparation of structural drawings and specifications for construction projects.
  • Provide technical information to officials of other governmental jurisdictions, engineers, and the public.
  • Collaborate with public utility companies regarding facility relocation and right-of-way issues.
  • Maintain records related to survey and construction progress, job expenditures, and budget programs; supervise preparation of change orders.
  • Supervise the preparation of progress pay and final estimates on contracts.

Requirements

  • Two years of professional civil engineering experience, including one year in planning, design, and construction of highways, sanitary landfills, or flood control projects.
  • Possession of a valid California Driver's License.
  • Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
