About the position

The Associate, Community Development Finance Underwriter plays a crucial role in supporting the Company's Community Reinvestment Act (CRA) Program by assisting in the origination of new community development equity investments and loans. This position is primarily focused on underwriting and reviewing CRA qualifying equity investments and loans across various asset classes, including multifamily developments financed with Low Income Housing Tax Credits (LIHTC), community development financial institutions (CDFIs), real estate private equity funds, Small Business Investment Corporations (SBIC), New Markets Tax Credits (NMTC), and other qualifying assets. The incumbent will be responsible for conducting a thorough underwriting process that formally assesses the risk associated with proposed loans and investments, ensuring compliance with Santander's credit risk management standards. Key responsibilities include analyzing due diligence items such as market trends, sponsor strength, and financial projections, as well as preparing credit write-ups for presentation to approval committees. The Associate will also monitor and report on the existing portfolio to stakeholders within the Bank, ensuring that all transactions adhere to internal policies and regulatory requirements. This role requires a proactive approach to maintaining knowledge of industry trends and best practices in multifamily real estate and affordable housing, as well as participating in the preparation and communication of periodic self-assessments of the Company's Community Development Finance portfolio. In addition to underwriting and portfolio management, the Associate will act as a subject matter expert, providing leadership, guidance, and mentorship to other team members. This position demands strong analytical and financial skills, as well as the ability to communicate effectively with various stakeholders, including credit, compliance, and internal and external auditors. The Associate will be expected to keep abreast of overall trends in the industry and contribute to the development of the Bank's CRA strategies and goals.

Responsibilities

  • Perform underwriting and credit analysis of CRA qualifying loans and investments; ensure transactions adhere to the Bank's credit policy.
  • Prepare approval memos and present to various credit committees on current and prospective loans and investments.
  • Ensure documentation complies with internal policies and procedures and facilitates management and regulatory reporting.
  • Ensure own work is in compliance with applicable laws, regulations, and guidelines, including Fair Lending and anti-money-laundering policies.
  • Perform site visits related to new and current loans and investments.
  • Lead the due diligence process on new investments and loans, including conducting financial analysis and producing summary memos.
  • Monitor the risk profile of the portfolio, including risk rating of loans and investments, and enforce compliance with credit policies.
  • Keep abreast of overall trends and best practices in multifamily real estate and affordable housing.
  • Participate in preparing, interpreting, and communicating periodic self-assessments of the Company's Community Development Finance portfolio.
  • Work with credit, compliance, and internal and external auditors to ensure investments and loans are managed within policy and applicable laws.

Requirements

  • Bachelor's Degree in finance, business, political science or other relevant field, or equivalent work experience.
  • 3+ years of experience in affordable housing, economic development, or community development origination, underwriting, or portfolio management role.
  • Low Income Housing Tax Credit underwriting experience; knowledge of real estate investments and loans including community development financing.
  • Strong analytical and financial skills; knowledge of credit policy and asset management processes.
  • Strong verbal and written communication skills as well as strategic planning and management ability.
  • Ability to work with third-party accounting and legal consultants as well as sophisticated project development consultants.

Nice-to-haves

  • Extensive experience developing and structuring community development finance transactions including LIHTC, NMTC or CDFI lending and investment.
  • Excellent sales, persuasion, and negotiation skills required to represent the Company's interests in negotiations.
  • In-depth knowledge of CRA and Fair Lending regulations required, including HMDA and ECOA.
