About the position

The Associate Counsel & Contract Administrator for the State of Indiana is responsible for managing contracts and ensuring compliance across various departments within the Indiana Department of Revenue. This role requires a strong understanding of state contracting practices and the ability to communicate complex legal information effectively to non-attorneys. The position involves administering various legal agreements, maintaining records for audits, and providing legal counsel on contract-related issues.

Responsibilities

  • Administer contracts, leases, memorandums of understanding/agreement, data sharing agreements, settlements, non-disclosure and confidentiality agreements, and other necessary agreements.
  • Establish and maintain records and make them available for audit.
  • Ensure contracts are valid and that contractors, vendors, and other parties are meeting terms and conditions.
  • Document and inform the Indiana Department of Administration and State Budget Agency if a contractor, vendor, or other relevant parties fails to comply with the terms and conditions of an award.
  • Implement risk management safeguards in conjunction with the Compliance and Ethics Department.
  • Provide legal counsel to DOR on all aspects of contract administration and compliance.
  • Resolve issues related to contract administration and compliance.
  • Prepare legal documentation, including cure notices and termination notices.
  • Maintain a database or ensure items are placed in preexisting database areas.
  • Examine the legality of existing DOR policies and rules.
  • Assist with reviewing policies and proposed legislation.
  • Review and monitor updated laws (federal, state, and other states) related to contracts or other legal agreements.
  • Participate in implementing legislation related to contract compliance or related efforts.
  • Analyze and recommend potential policies/laws.
  • Evaluate the outcomes of existing policies/laws.
  • Compose complex correspondence, research memos, and reports to assist leadership with decisions and directions.
  • Evaluate and recommend changes that improve the operations of the Legal Services team, Legal Division, and DOR.

Requirements

  • Doctorate of Jurisprudence from an accredited institution
  • Licensed to practice law in the state of Indiana
  • 5 years of experience in a relevant field
  • Extensive knowledge of legal resources and research procedures
  • Broad knowledge of legal concepts and contracting laws
  • Excellent organizational skills and attention to detail in the preparation, review, and editing of documents
  • Strong communication, verbal, and writing skills
  • Knowledge and ability to use MS Outlook, Word, PowerPoint, Excel, SharePoint, Adobe Acrobat, Westlaw, and TEAMS
  • Familiar with the Indiana Code of Ethics

Nice-to-haves
