About the position

The Associate Deputy Commissioner for Technology will assist the Executive Deputy Chief Information Officer (EDCIO) in managing critical technology projects and ensuring that IT services align with the needs of various state agencies. This role involves strategic planning, governance, and collaboration with agency leaders to optimize IT resources and investments, ensuring effective service delivery and alignment with statewide business objectives.

Responsibilities

  • Assist ITS executive staff in the planning, development, delivery, and operation of IT services and initiatives consistent with the New York State IT Strategic Plan.
  • Participate in Governance Board and provide recommendations regarding IT investment decisions, budget planning, and project portfolio management.
  • Review the framework for all new projects including budgets, staff resources, hardware, and software needs.
  • Ensure that business needs of customers are considered throughout the project lifecycle.
  • Develop and implement communication plans that include customers, IT staff, enterprise executive staff, and other CIOs.
  • Lead operational escalation to ensure services delivered meet customer expectations.
  • Ensure client agencies' IT needs are met within budget and technical requirements.
  • Collaborate with agency Commissioners and program directors to align IT investments, services, and projects with agency business needs and priorities.
  • Participate in client agency IT strategic planning and setting priorities for significant agency technology projects.
  • Contribute to the development and regular updating of a Statewide IT Strategic Plan, ensuring agency-level plans align with the enterprise New York State IT Strategic Plan.
  • Meet regularly with agency Commissioners or other leaders to ensure proactive communication regarding ITS initiatives.
  • Provide input in the development of strategies, goals, and plans for enterprise technology initiatives required to support agency business needs.
  • Collaborate with ITS Executive Staff regarding standardization of data elements, database management, security needs, network operations, and software development.
  • Identify opportunities for sharing IT services across agencies and develop common technology solutions to leverage operational efficiency.
  • Evaluate technology standards and efficient delivery of technology services throughout ITS.

Requirements

  • Eight (8) years of experience in developing, leading, and managing critical technology projects.
  • An associate degree may substitute for two (2) years of experience.
  • A bachelor's degree may substitute for four (4) years of experience.
  • A master's degree may substitute for five (5) years of experience.
  • Five years of progressive experience in technology leadership is preferred.
  • Two or more years of senior leadership experience in leading cross-functional teams is preferred.
  • Excellent interpersonal skills to work across business lines at senior levels.
  • Outstanding analytical and problem-solving abilities with an understanding of statistical analytics.
  • Excellent oral and written communication skills, including the ability to explain digital concepts to business leaders.
  • Proven record of effective leadership, including the ability to balance team and individual responsibilities.

Nice-to-haves

  • Experience in public sector technology management.
  • Familiarity with New York State IT policies and procedures.
