Raytheon - Advance Products & Solution (APS) is seeking an Associate Director, Development Program Management to support a highly visible complex area within the Sub-Strategic Business Unit (SSBU).

Responsibilities

  • Develop, manage and own Program Estimate at Completions (EACs) and spend plan
  • Set program priorities, resolve conflicts and barriers, implement gates and major reviews
  • Manage performance of aircraft modification subcontractors and engage with subcontractor leadership to ensure program executes to plan
  • Manage risk, opportunity, cost, quality and schedule performance
  • Provide leadership and direction to a cross functional team within capital budget and schedule constraints
  • Establish a program EVMS baseline, manage scope, risks and opportunities
  • Coordinate and align interactions, dependencies, and transactions between customers and other primes
  • Understand and represent customer needs to leadership while building and maintaining excellent relationships with customers and key suppliers
  • Travel (<25%) to support domestic business engagements

Requirements

  • Bachelor's degree and 12 years of relevant experience in program/project management experience (such as: Project/Program Management, Engineering, Cost Account Manager (CAM) or Integrated Product Team Lead, Finance leadership, business unit management, etc)
  • Experience leading the development phase in a Department of Defense (DoD) program area
  • Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Schedule (IMS), Risk and Opportunity Management, Scope Board, or similar business processes
  • Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Finance, Procurement/Supply Chain, and/or administrative functions
  • An active and transferable Secret level U.S. government issued security clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Nice-to-haves

  • Proven success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers
  • Program Management Level-3 Certification required to be obtained after onboarding
  • Experience developing programs that include aspects of aircraft modification, subsystem integration on aircraft, and flight testing
  • Prior experience managing a program with subcontractors performing to Supplier Statement of Work (not just build to print)
  • Experience with oversight and monitoring of supplier performance; develop preventive and corrective actions as necessary
  • Excellent strategic thinking, problem-solving, and program management skills
  • Excellent written and oral communication skills: can develop clear, concise and logically written communications as well as deliver recommendations effectively to key stakeholders and demanding audiences
