About the position

The Associate Director for Data Systems and Engineering at AFL-CIO is responsible for managing the Federation's databases and supporting infrastructure. This role involves developing and maintaining database-backed systems, automating data movement, and acting as a liaison between the DAIR and IT teams. The position aims to empower the labor movement through effective data systems and analytics, serving a wide range of clients within the organization and its affiliates.

Responsibilities

  • Develop and maintain in-house systems using Oracle's APEX/ORDS framework and other alternatives as needed.
  • Work with users to define system needs and identify tasks suitable for automation.
  • Develop relational schemas and create constraints to ensure relational integrity.
  • Develop stored procedures and maintain scripts for various purposes, including cron jobs.
  • Manage databases in the Oracle cloud and on-premises.
  • Advise on system development directions and manage infrastructure staff.
  • Collaborate with the DAIR web development team to build new systems using alternative frameworks.
  • Assist the Accounting Department with tasks related to the Great Plains accounting system as needed.
  • Establish and document procedures for various tasks.

Requirements

  • Bachelor's degree or equivalent technical experience.
  • Minimum of six years working in programming and database administration.
  • Demonstrated experience leading or managing a team of data engineers or database developers.
  • Thorough knowledge of relational databases and SQL, preferably with Oracle, SQL Server, and Postgres.
  • Knowledge of database procedural languages, preferably PL/SQL and T-SQL.
  • Experience diagnosing and resolving database performance issues.
  • Proficiency in scripting languages, including Python and Javascript.
  • Experience in web application development, preferably with Oracle ORDS/APEX.
  • Proficiency in managing Linux servers and troubleshooting Windows systems.
  • Experience writing scripts that use remote APIs, such as Google Admin API.
  • Experience with cloud-based systems.
  • Demonstrated project management experience in developing internal systems.

Nice-to-haves

  • Experience in the labor movement or with labor unions.
  • Familiarity with Great Plains accounting system.
  • Knowledge of Trackit inventory system.
