About the position

The State of Connecticut, Department of Emergency Services and Public Protection (DESPP) is seeking an Associate Research Analyst to join the Research, Development and Planning Unit. This position offers a unique opportunity to contribute to the mission of the department by providing support and assistance to personnel in the Connecticut State Police and the public. The Associate Research Analyst will be responsible for conducting comprehensive examinations of law enforcement systems records, as well as the usage and documentation of criminal justice and non-criminal justice entities that utilize federal and state law enforcement systems. In this role, the Associate Research Analyst will meet with agency and department officials to review records, policies, and procedures, ensuring compliance with established policies and procedures. The analyst will also be tasked with making recommendations to agencies based on their findings. This position requires a strong understanding of research methods and statistical analysis, as well as the ability to prepare comprehensive narrative and statistical reports. The analyst may also be called upon to prepare special reports in response to inquiries from the legislature or the public. The work environment is supportive of professional growth and development, and the department is committed to maintaining a healthy work/life balance for all employees. The position is full-time, with working hours from Monday to Friday, 7:30 AM to 4 PM. Travel may be required for conferences, training, or meetings, utilizing a department vehicle for these functions.

Responsibilities

  • Meet with agency/department designee to review records, policies, and procedures.
  • Review findings with agency and department official(s).
  • Make recommendations to agencies to ensure policy and/or procedure compliance.
  • Perform comprehensive examinations of law enforcement systems records.
  • Analyze usage and documentation of criminal justice and non-criminal justice entities that use federal and state law enforcement systems.
  • Develop and conduct formal research methodologies and procedures.
  • Analyze and evaluate data, performing complex statistical analysis.
  • Prepare comprehensive narrative and statistical reports.
  • Prepare special reports for agency officials in response to inquiries from the legislature or the public.

Requirements

  • Seven (7) years of professional experience in research, data analysis or economics.
  • One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.
  • Considerable knowledge of research methods and techniques.
  • Considerable knowledge of principles, concepts and methods of statistical analysis.
  • Knowledge of agency related policies and procedures as related to research.
  • Considerable oral and written communication skills.
  • Considerable interpersonal skills.
  • Considerable ability to analyze data.
  • Ability to develop programs and use prepackaged computer programs to perform data analysis.

Nice-to-haves

  • Experience cleaning, managing, and analyzing data using Microsoft Excel.
  • Experience presenting data using data visualization software.
  • Experience presenting and giving briefings to internal and external stakeholders.
  • Experience analyzing and writing formal documents and data-driven reports.
  • Experience navigating computerized databases.
  • Experience reviewing and applying state or federal laws, statutes or regulations for audit and reporting requirements.
