About the position

The Associate Vice President/Deputy Chief Information Officer (AVP/DCIO) at California State University, Fresno, plays a pivotal role in leading the technology organization under the general direction of the Chief Information Officer (CIO). This position is responsible for overseeing the day-to-day operations of the IT department, ensuring that the technology services provided align with the university's strategic goals. The AVP/DCIO will actively participate in the development and execution of the IT strategic plan, serving as a chief of staff to the CIO and collaborating effectively with various campus governance structures. This role requires a strong business relationship manager who can work across all levels of the university, including campus leadership, administration, deans, faculty, and students, to provide technology guidance and leadership. In addition to leadership responsibilities, the AVP/DCIO will supervise the Project Management Office and the Enterprise Applications and Information Systems team. The Project Management Office is a critical resource for the campus, assisting in the planning and execution of technology projects. The incumbent will be responsible for providing strategic leadership and support to various functional academic and business areas, including Admissions, Records, Financial Aid, Advising and Degree Planning, Scheduling, Extended Education, Financial Management, Human Resources, Accounting Services, and Student Systems. This position requires a comprehensive understanding of current and emerging technologies and their strategic application to meet business needs, as well as the ability to drive operational efficiency and service delivery across the IT organization.

Responsibilities

  • Provide leadership and oversight of the technology organization.
  • Develop and execute the IT strategic plan in collaboration with the CIO.
  • Serve as chief of staff to the CIO, facilitating communication and collaboration across campus.
  • Supervise the Project Management Office and Enterprise Applications and Information Systems team.
  • Support functional academic and business areas in technology initiatives.
  • Manage relationships with campus leadership, administration, deans, faculty, and students.
  • Drive culture and technology change in a dynamic operating environment.
  • Analyze complex situations and develop corrective actions for department-wide success.
  • Foster an inclusive workplace and work effectively with diverse backgrounds.

Requirements

  • Bachelor's degree in computer science, management information systems, or a related field.
  • Seven or more years of experience in leadership positions within a technology organization.
  • Five or more years of managing a team of at least fifteen members.
  • Proven experience in executing and delivering large organizational projects.
  • Strong expertise in IT strategic planning and governance.
  • Excellent written and verbal communication skills.
  • Ability to improve operational efficiency and service delivery.
  • Experience in project and portfolio management, budget planning, and financial management.

Nice-to-haves

  • Master's or Doctorate degree in technology, business, or a related field.
  • Experience practicing IT Service Management in a leadership position.
  • Project Management or Change Management certification.
  • ITIL Expert certification or ITIL Foundations certification.
  • Experience working in a union environment and managing union employees.
  • Experience in higher education or large corporate environments.
