About the position

The Associate Vice President of Operations (AVP Operations) plays a crucial role in overseeing the operational aspects of Frederick Community College, reporting directly to the Chief Financial Officer and Vice President for Administration. This position is responsible for the management and improvement of the College's physical assets, including maintenance, custodial services, and capital planning. The AVP Operations ensures that all operational activities align with the College's strategic goals and effectively manages emergencies and unscheduled closures.

Responsibilities

  • Direct supervision of the Director of Plant Operations, the Director of Capital Planning and Project Management, the Receiving Operations Manager, and an Executive Associate.
  • Develop and manage the operating and maintenance budgets for various operational areas.
  • Ensure team plans and employee goals are aligned with the College's strategic plan.
  • Oversee personnel management within departments, including training and performance management.
  • Manage capital budget planning for the Five-Year Capital Improvements Program and Annual Capital Budget Request.
  • Support the College Safety and Crisis Management Team and Emergency Management Plan.
  • Oversee the procurement process for operational and capital projects.
  • Create and update the Campus Facilities Master Plan in collaboration with the Director of Capital Planning and Project Management.
  • Chair the Campus Planning Committee.
  • Provide oversight of College construction and renovation projects to ensure timely completion.
  • Ensure operational functionality of buildings, grounds, equipment, and systems 24/7.
  • Collaborate on snow removal and emergency restoration of facilities.
  • Develop policies and procedures related to Operations.
  • Lead annual reviews of College policies related to Operations.
  • Manage College operations during emergencies or closures.
  • Oversee the operation of applicable Operations software applications.
  • Manage office and classroom relocations and compliance with safety regulations.
  • Create an inclusive team environment that values multiculturalism.
  • Oversee receiving and mail operations across the College.

Requirements

  • Bachelor's Degree and seven (7) years of cumulative experience in facilities management, capital planning, and skilled trades management.
  • Five (5) years of supervisory experience of twenty (20) employees or more.
  • Valid driver's license and ability to lift up to 25 pounds, climb stairs or ladders, and tolerate outdoor conditions.

Nice-to-haves

  • Master's Degree and ten (10) years of cumulative experience in facilities management, capital planning, and skilled trades management.
  • Experience in physical plant operations and systems in a higher education institution.
  • Proficiency in Microsoft Office Suite, BAS systems, CMMS systems, and space scheduling systems.
  • Demonstrated ability to manage large-scale institutional infrastructure and capital projects.
  • Leadership experience in organizational change.
  • Strong professional written and oral communication skills.
  • Experience developing and managing large, multi-faceted budgets.
  • Strong organizational, reporting, and record-keeping skills.
