About the position

The Associate Youth Ombudsperson will work under the direction of the Ombudsperson to protect the safety and wellbeing of Philadelphia youth placed in residential settings. This role involves monitoring and evaluating the quality of care in youth residential facilities, serving as a resource for youth and families, and collaborating with various city agencies and stakeholders to improve the residential placement experience.

Responsibilities

  • Assist with monitoring and responding to queries and complaints through various communication channels.
  • Visit and inspect sites to evaluate service quality and youth wellbeing.
  • Develop and deliver informative materials and educational programs for youth and stakeholders.
  • Maintain an independent avenue to receive complaints and grievances.
  • Conduct interviews of facility personnel, City employees, youth, and others.
  • Support best practices research relevant to youth residential placements.
  • Analyze data to identify issues affecting service quality and recommend corrective actions.
  • Monitor City agency actions in response to complaints and grievances.
  • Document and resolve complaints using conflict resolution strategies.
  • Prepare written reports and recommendations to improve the residential placement process.
  • Conduct community outreach and present the OYO's work in public forums.

Requirements

  • An advanced degree in social work, law, policy, public administration, data science, auditing, or investigations.
  • At least 5 years of experience working directly with youth in child welfare, juvenile justice, or behavioral health systems.
  • Extensive knowledge of congregate care and related systems.
  • Demonstrated ability to work independently and collaboratively.
  • High-level skills in interpreting legislation and policies.
  • Experience in presenting complex documents and reports.
